Reporting lines:

The Administrative and Finance Officer will directly report to the PROSPECTS Regional Chief Technical Adviser. The incumbent will provide support to the entire PROSPECTS Jordan.

Description of Duties

The Administrative and Finance for PROSPECTS Jordan will perform the following duties:

1. Monitor progress of the project and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Provide regular project financial delivery reports to support informed decision-making and propose corrective action. Provide inputs to project progress reports at the country and global levels to be submitted to the donor.

2. Assist in the programming and control of project resources, prepare budget estimates and budgets and expenditure forecasts by analyzing and monitoring situation of resources as compared to planned activities and budget allocations; and making recommendations to CTA for remedial action, when required.

3. Follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents, implementing partners, and other organizations to expedite implementation and meet delivery targets.

4. Review project procurement requests against applicable standards and submit for clearance. Prepare standard solicitation documents. Provide administrative support to bidding processes. Prepare for approval purchase orders within delegated authority.

5. Keep abreast of changes to applicable standards, best practices and technologies in administrative and finance related issues. Share knowledge and provide guidance to project staff.

6. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on PROSPECTS.

7. Draft in, or translate into, local language(s) news releases, official correspondence, statements and speeches and other public information material.

8. Undertake missions to project sites, normally accompanying other officials.

9. Perform other relevant duties as required by the supervisor.

Required qualifications

Education

University degree (Bachelor’s or equivalent) in a field relevant to the job.

Experience

Minimum of two years of professional work experience in administrative, finance or accounting. Similar experience with the United Nations Common System or an international organization is highly desirable.

Languages

Excellent knowledge of written and spoken English and Arabic.

Competencies

  • Good knowledge of financial and accounting principles and concepts.
  • Good knowledge of international accounting standards such as International Public Sector Accounting Standards (IPSAS) or other international or national accounting standards.
  • Knowledge of methods and techniques for designing and assessing quality and efficiency of process execution.
  • Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office.
