The Go Blue Maritime Security project wishes to hire an expert to conduct specific capacity-building activities on SAR planning and management in partnership with the Kenya Maritime Authority (KMA), who is the lead agency for SAR in Kenya. Targeted stakeholders include most seagoing agencies, local authorities (counties) and their emergency departments, as well as local volunteers.

This activity is aimed to:

  • Outline the practices in use for Search and Rescue operations in each county and identify potential gaps in terms of capacity or interoperability;.
  • Share generic information on best practices in SAR planning and management, with an emphasis on the importance of communications and interagency cooperation, and provide recommandations on how to address challenges encountered in each county in this respect;
  • Develop SAR contingency plans and/or SOPs to better structure and coordinate the SAR response in each county.

Description of the assignment

Planned activities

Under the direct supervision of the technical manager of the project, the expert shall:

  1. Participate in the organization of interagency workshops on SAR planning and management at county level in partnership with the Kenya Maritime Authority (KMA). This activity should notably include:
  • An open discussion with local stakeholders to outline the practices in use for Search and Rescue operations in each county. This should give an opportunity to identify potential gaps in terms of operational capacity or interoperability;
  • An information session on generic SAR regulations and operations, with an emphasis on the importance of communications and interagency cooperation. The expert is expected to adjust the content of this session to the situation in each county.
  1. Draft reports to outline the SAR management issues encountered in each county and give recommandations for how to address the challenges identified;
  2. Participate with local stakeholders and the Kenya Maritime Authority in the drafting of SAR contingency plans and/or Standard Operational Procedures (SOPs) at county level taking into consideration the reality of available resources and gaps identified on the ground.

Mission Methodology

The expert will work hand-in-hand with the Go Blue maritime security team. An initial meeting to agree on the work plan will be held within the 10 days after the contract award has been notified to discuss the operational strategy.

Every intervention (under Purchase Order) will be subject to a report elaborated and sent within one week of activity completion, under directives received from the Go Blue maritime security team.

The project “Go Blue: Strengthened, effective and integrated maritime law enforcement capacity and capabilities to protect the maritime domain and its sustainable development” (Component 3 of the Go Blue programme) is implemented by Expertise France and funded by the Delegation of the European Union to Kenya. This project aims to contribute to the development of the blue economy in Kenya through the improvement of maritime safety and security along the Kenyan coast.

As part of its project activities, the maritime security component of the Go Blue programme is working with the Kenya Maritime Authority (KMA) on sustainable solutions to increase the Search And Rescue (SAR) operational capacity and response along the Kenyan coast.

Profile of the designated service provider/expert responsible for contract execution:

Qualifications and skills:

Excellent qualities/capacities in:

  • cultural sensitivity and diplomatic skills;
  • Organisational skills and capacity to work under pressure;
  • Problem identification and resolution;
  • Analysis and reporting;
  • Creating and delivering a presentation;
  • Training and knowledge transfer;
  • High proficiency in written and spoken English and if possible Kiswahili.

General professional experience

  • 10 years as team leader or senior operator in charge of Search And Rescue missions preparation and execution;
  • Strong teaching background on maritime security and safety topics, including Search And Rescue;
  • Previous experience in development projects, preferably in Africa and/or the Western Indian Ocean region;
  • Experience in drafting SAR contingency plans and/or Standard Operational Procedures (SOPs) would be an asset.
