REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES 

CONSULTANCY TO PRODUCE A VIDEO/FILM DOCUMENTARY ON THE PROJECT “SUPPORTING THE IMPLEMENTATION OF KENYA’S NATIONAL GREEN ECONOMY STRATEGY THROUGH THE DEVELOPMENT OF LOW CARBON PROJECTS AND RESOURCE MOBILIZATION” (INDIVIDUAL CONSULTANT)

 

 

  • The Government of the Republic of Kenya (GoK) received grant financing from the African Development Bank towards supporting the Implementation of Kenya’s National Green Economy Strategy through the development of Low Carbon and Climate Resilient Projects and Resource Mobilization Project. The project aim was ‘to develop investment-ready programs and projects that will advance the Country’s transition towards a green economy.; 
  • GoK intends to apply part of the agreed amount for this grant, whose disbursement in respect of the signed contract will be subject to approval of financing by the Bank, to make eligible payments under the contract for the Consultancy services to produce a video/film documentary on the project ;
  • The Consultancy service is expected to include the following main tasks;
  • Develop the documentary film’s overall concept and scenario ;
  • Develop relevant interview guides that helps identification of best practices, successes, and challenges during the project implementation ;
  • Interview selected participants including project team, stakeholders, and beneficiaries ;
  • Visit and capture relevant footages of selected project concept notes/proposals target counties and sites in (Nairobi, Laikipia County, Migori, Siaya, Nakuru, Makueni) ;
  • Undertake video filming and shootings of interviews project team, stakeholders, and beneficiaries ;
  • Review and select relevant photographs in the client’s database that can be incorporated the film ;
  • Develop the documentary script and storyboard to be used in the film ;
  • Narrate and edit raw video footage for producing final video ;
  • To prepare draft video documentaries and submit it to NETFUND for review and feedback ;
  • Produce final documentary films as follows:
  • 15 – 20 minutes documentary with French subtitles and sign language interpretation for broadcast use ;
  • 3 minutes documentary with French subtitles for social media use ;
  • The National Environment Trust Fund (NETFUND), being an authorized agent of the Government of the Republic of Kenya now invites eligible consultants to indicate their interest in providing the above services ;
  • Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae describing education and training, similar or related assignments, experience in similar conditions etc) ;
  • Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 edition-Revised July 2012], which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest. The selection procedure shall be in accordance with the African.

TERMS OF REFERENCE CONSULTANCY TO PRODUCE A VIDEO/FILM DOCUMENTARY ON THE PROJECT “SUPPORTING THE IMPLEMENTATION OF KENYA’S NATIONAL GREEN ECONOMY STRATEGY THROUGH THE DEVELOPMENT OF LOW CARBON PROJECTS AND RESOURCE MOBILIZATION” (INDIVIDUAL CONSULTANT)

1.1 Background

The National Environment Trust Fund (NETFUND) is a Government agency under the Ministry of Environment and Forestry, established by the Environmental Management and Coordination Act (EMCA, 1999), section 24. The organization is mandated to facilitate research intended to further the requirements of environmental management, capacity building, environmental awards, environmental publications, scholarships, and grants. The organization works closely with various partners including other government Ministries, Departments and Agencies, the private sector, and the civil society, in efforts to realize its mandate.

NETFUND received a grant from the Africa Climate Change Fund (ACCF) under the African Development Bank to implement a project “Supporting the implementation of Kenya’s National

Green Economy Strategy through the development of Low Carbon and Climate Resilient Projects and Resource Mobilization.” The main objective of this project was to develop investment-ready programs and projects that will advance the Country’s transition towards a green economy. Specifically, the project was intended to:

  1. Enhance the capacity of the Resource Mobilization Committee (RMC) to develop investment-ready concept notes to attract climate finance.
  1. Enhance capacity of county governments to access climate finance
  1. Develop investment-ready projects and programs (Low carbon and climate resilient initiatives) from the identified areas and pitch related concept notes to appropriate domestic and international development partners for funding.

Having completed implementation of the project successfully, NETFUND intends to document the project through a video documentary/short film on the project.

1.2 Objectives and Scope of work of the Assignment

 The objective of this video documentary/film is to provide an audio-visual presentation of how the project was implemented from beginning to completion. It will present the:

  • Implementation process from beginning to completion.
  • Successes and best practices from the project.
  • Challenges, recommendations, and lessons learnt that may be applied in future projects.

In this respect, NETFUND intends to recruit an Individual Consultant to develop the video/film documentary about the project.

Specifically, the consultant is expected to do the following:

  • Develop the documentary film’s overall concept and scenario.

1.4 Responsibilities

1.4.1 Responsibilities of consultant

The consultant will be responsible for the following:

  • Reviewing Project related materials to enhance his/her understanding of the Project and its context.
  • Providing professional advice to NETFUND on the best approach in developing the video documentary.
  • Provision of all relevant equipment, tools, and software for the assignment
  • Development of the documentary concept.
  • Preparing and guiding all selected participants for interviews and filming.
  • Interview of all selected participants.
  • Ensuring that videos captured are of high quality using appropriate gargets including recording from HD cameras, DV Cams or Mini DVs with Pal/Secam standard.
  • Undertaking video filming and shooting.
  • Development of documentary script and storyboard.
  • Editing of raw videos and development of draft video documentaries.
  • Presentation of all outputs to client for review and comments.
  • Submission of all outputs to expected standards and quality.

1.4.2 Responsibilities of the client/NETFUND

NETFUND will be responsible for:

  • Organizing meetings and interviews with participants including project team, stakeholders and beneficiaries, venues for reviewing documentaries presented by the consultant at NETFUND.
  • Accompanies the consultant to shooting areas/venues
  • Reviewing and providing feedback on reports and documentaries presented by consultant.
  • Approval of documentaries.
  • Monitoring timelines and deliverables relating to the assignment.
  • Provision of transport and other logistics when necessary.

1.5 Qualifications

This assignment will be undertaken by an Individual consultant. The consultant must have the following minimum qualifications:

  • The consultant must have a Master’s degree in Communication, Journalism, Media studies or other related field ;
  • Have at least five (5) years’ experience working in similar field ;
  • Extensive experience in producing development work related documents for publication and documentaries with the aim of reaching both local and international audiences ;
  • Local knowledge of the country ;
  • Experience in development communication.

1.6 Assignment of Intellectual Property Rights

All materials taken during the service provision will remain the sole ownership of the NETFUND. Thus, the service provider shall surrender all exploitation, reproduction, and distribution rights of this material to NETFUND.

1.7 Reporting

The consultant will report to the CEO NETFUND through the manager in charge of the project. The inception report and documentary film’s overall concept and scenario will be submitted electronically via email and may be presented in power point. All other deliverables must be submitted in safe and secure hard drive and also uploaded and accessible in cloud, in acceptable formats as shall be agreed with the client at inception

1.8         Duration of the Assignment

The assignment is expected to be carried out over a period of 30 days.

1.9 Costs

The consultant will receive a lump sum amount for the service. No additional benefits or per diems will be paid whilst working from home. The consultant is responsible for his/her own health insurance and accommodation costs.
