(CONSULTING SERVICES FOR DEVELOPING AFFORDABLE HOUSING SOLUTIONS: A TOOLKIT FOR AFRICA’S LOCAL GOVERNMENTS)

  1. The African Development Bank (AfDB) in collaboration with Shelter Afrique seeks a highly experienced housing finance and policy expert/Consultant to help with the design of an affordable housing toolkit, with an overview of the main issues affordable housing faces at the local level and the main steps a local government can take to address some of the challenges whether independently or with support of Development Finance Institutions (DFIs)/ International Finance Institutions (IFIs), other development partners, and the private sector.
  1. 2. Qualified firms and individuals who are interested in undertaking this assignment are invited to submit their Expressions of Interest (EOI). The EOI must provide a general background of the firm or individual including description of ownership and structure encompassing its national and international operations.   1. Consultancy Objectives: The toolkit is aimed to serve as a framework to enhance affordable housing delivery putting into consideration the overall value chain in the housing and built environment industry. Through the facilitation of the financial institutions and other relevant stakeholders indicated, the toolkit is expected to catalyse investments in the industry within the local government and municipality level.
  1. The description of the assignment: The Consultant will help develop a “toolkit” to be used by local governments across Africa, in the design and implementation of affordable housing projects they want to initiate. This will be a decision-making as well as a project management instrument in a critical, but challenging area of local policies. The toolkit will have four main objectives: 
  • To provide concrete guidance to local authorities in their endeavours to support or initiate housing affordable solutions to lower income households living in their jurisdiction.
  • To provide data for evidence-based decision making, taking into account the overall value chain in the housing and built environment industry, and urban planning strategies of local governments and municipalities.
  • To facilitate the dialogue of cities and national governments with DFIs, IFIs, other development partners, and help identify areas of possible technical assistance or financial support; and private sector engagement.
  • Providing a base for training programs that local governments and municipalities would consider appropriate to build the capacity of their relevant staff, and of developers of low-cost or affordable housing.
  1. The toolkit that will primarily target medium-to large sized cities that own, or have the means to acquire, sufficiently large tracks of land, and can engage in projects at a scale compatible with affordable end-user prices.
