Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

This Consultant post is in Ecosystems Division / Programme Support Unit (PSU) of Administrative Services. The Consultant will be part of the PSU team and support the PSU team in the development of 2.0 version of a project portfolio management dashboard for effectively managing projects within the Division. He/She will build capacity of Administrative Services on knowledge and data management of the Ecosystems Division Project Portfolio Management Dashboard 2.0 including its roll out in the Ecosystems Division. He/ She will work under the direct supervision of the Chief, PSU of the Ecosystems Division unit who is based in Nairobi.

Responsibilities will include:
1. Transform, consolidate, and integrate existing data from the Ecosystems Division Dashboards 1.0 and from the dashboards of the project portfolios funded through the Global funds (GEF Biodiversity and Land, International Waters, GEF/GCF/Adaptation Fund of the Adaptation portfolios) into a Dashboard version 2.0.
2. Further develop the Ecosystems Division Project Portfolio Management Dashboard 2.0 by expanding financial data parameters of and evaluation requirement tracking for all projects (Programme of Work and Global Funds) as specified by the feedback from intended data users and in agreement with the Finance and Programme Support Units of Administrative Services.
3. Create a module for grants’ and Implementing Partner (IP) agreements monitoring and management. Develop suggestions on how grants’ and IP agreements data are coded in UE2 at the data entry point in a manner that it can mapped with ease into Dashboard 2.0 content.
4. Create modules within the Dashboard 2.0 that aggregate the key project data for view at Division and Branches levels.
5. Configure the dashboard 2.0 to align with the UNEP visual identity and corporate business rules on online platforms.
6. Create a new consolidated online Master Data and develop capacities of relevant staff in the Division and Administrative Services for data and knowledge management.
7. Develop capacities of PSU team in maintenance of the Dashboard 2.0 and develop a technical system document that guide maintenance and further updating.
8. Participate in the roll out of the Dashboard 2.0.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, statistics, or related field. A first level-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

At least two years of relevant experience in progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area is required.

Experience in project management and monitoring, facilitation, and coordination is desirable.

Microsoft package skills in particular Power BI is desirable.

Advanced computer literacy is desirable.

Knowledge of the UN system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required.
