General Minimum Requirements

Please note that this is a short-term appointment.

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills;
  • Proven ability to communicate effectively, both orally and in writing;
  • Demonstrable interpersonal skills;
  • Ability to work under time-pressure and strict deadlines;
  • Documented experience in negotiations.

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in public/business administration, social science, economics, law, political science, international relations, development, education or related field. PhD degree in a relevant field is highly desirable.

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position.

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Prior relevant experience in academia, education, research and management;
  • Extensive experience in academic and strategic leadership roles and excellent critical thinking skills;
  • Demonstrated experience in an academic leadership context that supports tertiary education (i.e., department chair, institute/center director, associate/assistant dean, etc.);
  • Strong track record in representation, partnerships, and resource mobilization;
  • Knowledge of and/or experience in Central Asia;
  • Ability to co-operate and co-ordinate with various stakeholders from different backgrounds;
  • Experience in working with government officials and other stakeholders in a sensitive political context;
  • Demonstrated record of experience in mentoring and supervising undergraduate and graduate students and researchers;
  • Demonstrated experience with contemporary tools and strategies relevant to enrolment management (i.e., administration, strategic planning, budget, etc.);
  • Excellent communication (spoken, written and presentation) skills, including ability to tailor language, tone, style and format to match varying audiences and purposes;
  • Strong track record in budget planning and management, and personnel and team management;
  • Experience in results-based programme management;
  • Professional fluency in English with excellent communication (both oral and written) skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different genders, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.
