Background

Under the overall guidance of the Resident Representative and direct supervision of the Deputy Resident Representative in collaboration with the Programme Analyst, the Project Manager will be responsible for the overall support and implementation of the programme/ project, performing a variety of standard operational services within the programme/ project framework ensuring high quality and accuracy of work.

This is a national Roster for Kuwait CO. will include a list of pre-vetted, highly qualified candidates with strong expertise in  the Engineering and Green Infrastructure (priority for Kuwaitis) intended to fast-track recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the  Roster. Being selected for the Roster does not guarantee a placement.  Candidates placed on the Roster will be reviewed when a relevant position becomes available and if found suitable will go through simplified selection and/or review process.

 

Institutional Arrangement

Under the overall guidance of the Resident Representative and direct supervision of the Deputy Resident Representative, the Project Manager will be responsible for the overall support and implementation of the programme/ project, performing a variety of standard operational services within the programme/ project framework ensuring high quality and accuracy of work.

Travel:  

  • Travel costs will be covered in accordance with UNDP rules and regulation for official travel.
Duties and Responsibilities

Under the overall guidance of the Resident Representative and direct supervision of the Deputy Resident Representative, the Project Manager will be responsible for the following functions:

  • Ensure overall operational management of the Project and delivery of results, in accordance with the programme document, work plans and other joint agreements between the Government and UNDP;
  • Ensure timely preparation, update and implementation of annual and detailed implementation work plans for the Project, and other related documents for timely commencement and implementation of the programme activities;
  • Provide substantive input to the Project activities and  outputs in the area of Engineering and Green Infrastructure;
  • Ensure timely implementation of project activities, including reporting on progress vis-à-vis planned activities and expected outputs;
  • Lead and supervise the work of Project team members, experts and consultants, in the preparation of the terms of reference, facilitation of recruitment and monitoring of work/results;
  • Ensure proper management of the budget allocated for the Project. Ensure that funds are available when needed and disbursements achieved as per the work plans and cost-sharing agreements;
  • Ensure appropriate recording and accounting documentation as required by UNDP and the government and prepare required financial reports;
  • Coordinate among stakeholders as well as among various structures of governmental institutions on behalf of UNDP in the subject area;
  • Provide technical advisory support to the UNDP Programme in engagement with Government of Kuwait, line Ministries and other relevant governmental institutions to support the capacity development and implementation of Project initiatives. Act as the specialized focal point of UNDP assistance in the technical assistance area;
  • Maintain close liaison with national partners, ensuring optimum participation and promoting ownership of the Government in the implementation of the project;
  • Develop the professional platform for networking and partnership building with the national and regional authorities, Civil Society Organizations, private sector and international development organizations or projects;
  • Support UNDP in partnership building and resource mobilization initiatives;
  • Provide periodic updates to UNDP with situation analysis (political, social, and economic) in the field of the programme implementation;
  • Advise and contribute on preparation and implementation of the Project communications strategy and plan;
  • Ensure compliance of the business processes with UNDP Project Operational Policies and Procedures and UNDP Standard Operating Procedures;
  • Prepare reports, including progress and annual reports, as well as ad-hoc technical reports;
  • Facilitate programme monitoring and evaluation, as well as audit activities;
  • Assure that due security measures are in place with regard to the programme office;
  • Ensure that the Atlas Project Management module is updated on a regular basis;
  • Facilitate knowledge building and knowledge sharing, guidance to all stakeholders.
  • Perform other activities requested by UNDP Senior Management.

Required Skills and Experience

Education:
  • Masters’ Degree in civil engineering with green infrastructure background, behavioral insight, environmental law and governance or other related fields or bachelor’s degree with additional 2 years of relevant experience will be accepted in lieu of Master’s.
Experience:
  • 7 years of relevant experience at the national or international level in providing in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments. Bachelors with 9 years of relevant experience would be accepted in lieu of masters degree.
  • Proven experience, working in close partnership with and establishing strong relationships with a broad base of stakeholder, with a special emphasis on Government partners.
  • Previous experience working with UNDP/UN or International NGOs would be an asset.
  • Proven ability to use computers and office software packages, and experience in handling web-based management systems
