Recruitment of a District Project Officer  (200002ZL), Khammuan

The role

We are currently looking for District Project Officer based in Ngommalath, Khammouan Province.

Role Purpose

Based at district level, the District Project Officer (DPO) has the responsibility for implementation of community mobilization component of the USAID Nurture Project at community level through taking lead in carrying out the integrated nutrition-WASH process; liaising and participating in district planning meetings; and coordinating with district government partners on a regular basis.

The direct reporting line (management and technical aspects) for this post-holder is Provincial Facilitator (PF). In terms of coordination, the post-holder serves as key day-to-day coordination point with district government partners (DHO), and build and maintain working relationship with the assigned district government partners and others related units/divisions in the project targeted district as required. At community level, with district partner’s consultation, the post-holder will set up firm coordination with community leaders as well as Village iNuW Committees (VICs) volunteers, or community facilitators (CFs).

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 

Key area of accountability

Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

DPO serving as dynamic driver both technical support implementation and administration at field level, has the role and responsibilities across three important streams of project activity implementation, project management support, and project administration support. The main duties and responsibilities of DPO includes:

Project activity implementation (community level):

  • Under the guidance of PF, take the lead in close partnership with district government partners in carrying out project activities at community level – project target villages – strictly following the integrated nutrition-WASH process.
  • Ensure timely and quality implementation of activities at community level, including trainings, refresher trainings, facilitation of meetings, regular updates and visits, participation in monitoring and evaluation activities, etc.
  • Participate in all required training and meeting events.
  • Perform other duties as requested by PF, PM and/or PC as appropriate.

Project management support:

  • Support periodic project activity planning and reporting (monthly, quarterly and yearly) in close consultation with district partners.
  • Coordinate and organize monthly meetings with district partners to discuss previous monthly activity plan’s results and plan for following month.
  • Regularly contribute to reflection and review process of team performance.

Project administration support:

  • Regularly coordinate for all activities with district government focal person under supervision of PF
  • Prepare timely documentation of the meetings and trainings of communities.
  • Strictly practice all required safety and security policies and administration policies and procedures related to documentation work.

 

Qualifications

  • Bachelor Degree or Diploma in the field of Social Science or Community Development or Environmental health or Public Health or at least relevant educational background and/or 1-2 years of experience.

Experience and Skills

  • Demonstrated ability to build strong relationships with local communities.
  • Good understand of current development trends and local context.
  • Fluency in Lao language – working English skills and ethnic languages is a plus
  • Working experience with NGO related to similar program would be advantaged
  • Good communications skills, including negotiation skills, interpersonal skills, including patience, diplomacy, willingness to listen and respect for beneficiaries.
  • Willingness and ability to work for extensive periods with poor communities.
  • Be highly organized, honest, responsible, self-motivated and creativity and able to take initiative under minimum supervision.
  • Ability to work under pressure at times, while maintaining high quality results is an essential requirement.

Language skill:

  • Fluency in Lao language
  • Ability to speak local ethnic group language is of advantage.
  • Working-level English skill is a plus

Computer skill:

  • Good skills for the use of Microsoft Word and Excel, internet, email, and other related software and devices
  • Good understanding of current development trends and local context
  • Experience with participatory approaches
  • Proven ability to build strong relationships with local government agencies and communities
  • Good listening and facilitation skills

Contract length: fixed term (until June 2021)
