JOB CONTEXT

HI/AL (Handicap International – Humanity & Inclusion / Atlas Logistique) proposes to set up a Humanitarian to Humanitarian (H2H) service in the form of a continuous observatory on a national scale, allowing the monitoring of the evolution of the context from a logistical and access point of view, and to prepare for a possible deterioration of the humanitarian context. This project proposes an agile setup that combines continuous analysis, stakeholder awareness, activities that facilitate rapid deployment (including small transport operations at the request of partners), and a contingency envelop for a rapid scaling up if needed. The project is based on an integrated approach to information management, with the aim of feeding the humanitarian community, training and support for actors, and an operational dimension (transport service for humanitarian actors) that can be adapted to the changing context

Humanitarian coordination will play an essential role in the event of a significant deterioration in the context and increase in humanitarian needs. This project aims to facilitate the collection of essential information, its analysis and sharing within the various coordination forums. Advocacy will be carried out on a regular basis to ensure that all these issues are taken into account by the various humanitarian actors.

Preparing: training and facilitating the organization of transport for NGOs, who are not very familiar with these practices in Lebanon, will be a real added value if the context forces them to take on this activity themselves. The suppliers today ensure the delivery of aid at the community or even individual level. The current logistic systems of the humanitarian response are not all dimensioned to organize it and to have a capacity to deploy fleets of trucks in case of increase of the activities. This project will help NGOs to increase their capacity in this area and reduce the transitional period between the current operation and an emergency-oriented internal organization.

Responding: In a context of economic crisis with recurring periods of shortages and fuel supply problems, the pooling of transport resources becomes important for optimization and rationalization. During this period, the platform’s activities will relieve the logistic services of the beneficiary NGOs, so that they can concentrate on their operations and the response to humanitarian needs. So providing an emergency-oriented approach to the actors is essential for a rapid and efficient response.

HI is recruiting a project manager to launch and manage emergency preparedness program in Lebanon.

The budget of the project is roughly 400 000 euros.

YOUR MISSION

Under the supervision of the Lebanon country manager, your main responsibilities are:

You manage an emergency preparedness project team composed of 11 persons: 1 transportation project officer, 1 analyst project officer, 1 training officer, 5 liaison officers, 2 evaluator, 1 database officer

You participate in the program’s safety risk analysis and ensure that safety rules are followed by all team members.

You develop a mechanism for continuous identification and analysis: with the support of the technical referent, you contribute to the definition of the diagnostic framework and contribute to the drafting of the related terms of reference

You promote and disseminate the project information products

You launch capacity building of market actors (transporters), humanitarian organizations (national and international NGOs) and local public actors:

  • Analyse the gaps and needs in terms of logistical capacities
  • With the support of the capacity building technical referent, design the capacity-building plan and material

You  set up transport operations for humanitarian actors

Strategy and Business Development

  • You contribute to the operational strategy of the program or country
  • You write new project proposals for the continuation or extension of the project

YOUR PROFILE:

  • You have at least 3 years of professional experience in the humanitarian field, as project manager, with management of a team and constraints
  • You have experience in study coordination, promotion and advocacy of research products, and proficiency in mobile data collection
  • Experience in preparedness and risk management is a plus

  • 12 months International contract starting from April 2022 – renewable, based in Beirut
  • Gross salary : starting from 2450€ per month ; Perdiem : 843,44 € net per month, in local currency

  • Paid holidays : 25 days a year ; Rest & Recuperation : 11 days per year
  • Open to couple, individual housing taken in charge by HI
