Job Description

BACKGROUND

The impact of the Syria crisis on Lebanon is unprecedented in the history of complex, refugee-driven emergencies. Now in its tenth year, Lebanon remains at the forefront of one of the worst humanitarian crises of our time and continues to host the highest number of displaced per capita in the world. With the protracted nature of the crisis, coupled with a difficult time of economic decline and political fragility in Lebanon, the socio-economic situation is rapidly worsening for all populations. These add to Lebanon’s long-term structural development deficits and vulnerabilities and bring to Lebanon a set of disparities, cleavages and tensions that threaten to undermine Lebanon’s delicate social and political stability.

The Lebanon Crisis Response Plan (LCRP) is a joint plan between the Government of Lebanon and its international and national partners which response to these challenges in a holistic, comprehensive and integrated manner through medium-term, multi-year planning to achieve the following strategic objectives: ensure the protection of displaced Syrians, vulnerable Lebanese and Palestinian refugees; provide immediate assistance to vulnerable populations; support service provision through national systems; and reinforce Lebanon’s economic, social and environmental stability. A fundamental principle of the LCRP is to work through Lebanese government systems and thereby strengthen these. As such, the LCRP is recognized as a good example of advancing the implementation of the humanitarian-development nexus and is widely perceived as having enabled the Lebanese institutions to deal with the impact of the Syria crisis.

The LCRP is led by the Minister of Social Affairs (MoSA) with support from UNHCR and UNDP through the LCRP Response Management, and in collaboration with other ministries and the lead UN agencies. UNDP’s role has evolved in parallel, with UNHCR leading on the refugee dimension of the response, UNDP leads on stabilization, under the overall umbrella of the Regional Refugee and Resilience Response Plan (3RP) for the Syria crisis.

DUTIES & RESPONSIBILITIES

Through the LCRP response management, UNDP places a strong emphasis on ensuring a nexus approach, focusing on ensuring coherence and complementarity of approaches in aid coordination and programming towards the Sustainable Development Goals. Furthermore, mainstreaming conflict sensitivity, gender and environment are key areas of focus within the response for UNDP. The UNDP Coordination Unit supports UNDP’s role in the LCRP response management where the core team comprises of 17 staff members. In addition, there are four staff supporting the coordination through a matrix management model.

Under the overall guidance of the Resident Representative and direct supervision of the Chief Technical Advisor, the Inter-Agency Coordinator will act as the UN co-lead within the Lebanon Crisis Response Plan (LCRP) Response Management together with UNHCR and MOSA. The  Inter-Agency Coordinator will support efforts to plan, coordinate and monitor a coherent response in line with the LCRP’s integrated nature. She /he will collaborate closely with the UNHCR and other lead UN agencies, Government counterparts, response partners, RC/HC Office staff, programme and operations teams, donors and civil society.

Key duties and accountabilities include:

Acts as the UN co-lead within the Lebanon Crisis Response Plan (LCRP) Response Management:

  • Act as the key focal point for UNDP on all issues associated with the coordination of the LCRP.
  • Co-chair the national Inter-Agency involving all response partners, together with UNHCR and MOSA.
  • Co-chair the national Inter-Sector Working Group involving all government sector leads and UN coordinators, INGO and NNGO representatives.
  • Lead on ongoing cross-sectoral mainstreaming efforts including protection, conflict sensitivity, environment and gender.
  • Maintain close collaboration with the Government counterparts from the Ministry of Social Affairs, and other national sector leads, on all issues associated with the LCRP.
  • Design and lead the annual planning and partners’ appeal processes with a focus on seeking to expand investments, partnerships and delivery models for stabilisation as a transition towards longer-term development strategies.
  • Support implementation of the integrated monitoring and evaluation of the response, including reporting and analysis of the Brussels Monitoring Framework.
  • Coordinate the implementation of the World Humanitarian Summit recommendations, as relevant within the context of Lebanon, and provide guidance on the implementation of the Humanitarian Development Peace Nexus within the framework of the response.

Ensures effective communication of stabilization approach and results within the context of the LCRP:

  • Ensure coherence, cross-linkages and joint approaches to the Syria crisis response at the regional level in liaison with the 3RP.
  • Liaise closely with the UNDP and UN RCO/OCHA Communications Officers to ensure that all materials produced are accurate and present the LCRP programming in the most effective manner.
  • Prepare briefs, talking points and speeches for the Resident Representative and other senior UN staff on issues associated with the LCRP.
  • Act as a representative and facilitator and provide strategic direction in the identification of core advocacy concerns and contribute key messages to the broader advocacy initiatives.
  • Take the lead in developing key communication and knowledge products highlighting specific issues associated with the implementation of the LCRP, specifically concerned with the Stabilization dimension and the humanitarian-development-peace nexus.

Provides advisory support to UNDP management in ensuring effective implementation of the LCRP:

  • Advise the Resident Representative, the Chief Technical Advisor and other senior staff on all issues associated with the LCRP.
  • Advise on emerging policy developments, institutional positioning and partnerships as relevant to the effective co-leadership and implementation of the LCRP.
  • Identify opportunities for learning, knowledge sharing and new programming across COs and organizations supporting the regional crisis response.
  • Support UNDP strategic planning for covered sectors and where relevant, advise on programme design and development processes in line with the LCRP, including opportunities where linkages and partnerships can be developed with other actors whether they be UN, Private Sector, INGOs or local organizations.

Supervisory/Managerial Responsibilities:

  • Manages the UNDP sector coordination team;
  • Provide quality assurance and guidance in the planning and implementation of the sector strategies where UNDP co-leads the sectors;
  • Supervise the UNDP sector coordinators, the UNDP coordination officers at the field level and the Information management officer for Social Stability and Livelihoods;
  • Provide guidance and support to UNDP Area Managers in their roles as co-chairs of the Inter-Agency and Inter-Sector Working Groups at the field level;
  • Hold regular coordination meetings with Area Managers and Field Coordinators.

QUALIFICATIONS

Education:

  • Master’s Degree or equivalent in Development Studies, International Relations, Political Science, Economics, Social Sciences, Social Anthropology or related field.

Experience, Knowledge, and Skills:

Experience: 

  • Minimum 7 years of relevant experience, particularly in countries in crisis.
  • Extensive experience in substantive inter-agency coordination and UN coordination mechanisms
  • Hands-on experience in design, monitoring and implementation of efforts to build national aid coordination systems.
  • Hands-on experience establishing relationships among a range of stakeholders, including international organizations, INGOs, local civil society and local and national government representatives, as well as demonstrated networking and relationship building skills.
  • Experience in working with Government ministries at the national and local level.
  • Knowledge and experience from crisis response operations, including missions in support of recovery planning and/or refugee responses.
  • Proven experience working with UNHCR would be an asset.
  • Good computer skills and familiarity with MS Office package.

Language Requirements: 

  • Fluency in oral and written English is required.
  • Knowledge of Arabic and French would be an asset (desired).
