Description of the project

Since 2019, APDRA is implementing the project “Enhancing smallholder fish farming by agroecological intensification and integration into inclusive commercial value chain” (FishLib) in Liberia, funded by the European Union for a period of four years (From December 2019 to December 2023).

The project aims at promoting the development of sustainable fish-farming in the Bong, Nimba and Lofa counties while targeting three main outcomes:

  • Through collective fish farming trainings and provision of individual advisory services, increasing the productivity of the existing ponds and the number of new fish farmers based on agroecological technic and commercial activity.
  • Supporting the structuration of fish farmers’ groups and unions to assist the development of inclusive farmers fish value chains at local level and the recognition of importance of fish production in local development strategies.
  • Implement a fish-farming Development platform to develop public-private partnership delivering advisory services and expertise for private sector on external inputs-based production and value chains.
  • Presentation of the call for tender.

As part of this project APDRA is looking for an external expert specialized on the analysis of international development project, monitoring and evaluation and statistics, in order to conduct the final evaluation of the FishLib project. The purpose of this expertise mission will be as follows:

  • Determining the extent to which extent the projects targets are met at output and outcome levels.
  • Identifying unexpected or unplanned issued that may have hindered or facilitated the success of the project.
  • Providing detailed and in-depth information about the relevance, effectiveness and efficiency of the project.
  • Documenting lessons learned and to providing practical recommendations for follow-up questions.
  • Submission and selection of the applications

The expert will be selected upon quality and cost criteria that must be presented in a technical and a financial offer:

  • The technical offer should include: the understanding of the ToR, a description of the approach and evaluation methodology, a detailed work-plan;
  • Financial offer: daily fee, global budget for the action.
