CONSULTING SERVICES FOR THE PREPATION OF LIBERIA AND SIERRA

LEONE WATER SECTOR COUNTRY DIAGNOSTIC

  1. The African Development Bank hereby invites individual consultants to indicate their interest for the preparation of Water Sector Country Diagnostic for Liberia and Sierra Leone.
  1. The objective of the preparation of the water sector country diagnostic is to identify and assess the policy, legislation, institutional strategies, capacities, investment needs and general state of water and sanitation systems in each of the Countries. The generated information will serve as guidance on water and sanitation needs and stimulate business opportunities that will contribute to building a strong pipeline of water and sanitation operations. The diagnostic will provide analysis of the challenges, opportunities and needs for Liberia and Sierra Leone and highlight the potential areas of collaboration for the Bank, as well as support the country dialogue. The Consultant must possess at least a Master’s degree with specialization in water or other related field and possessing at least 10 years of relevant experience in the water sector covering policy, strategy, program development and sector reviews. The candidate must have strong analytical, interpersonal, and excellent communication skills (oral and written) in English language.
  1. The Water Security and Sanitation Division 3 (AHWS.3) in collaboration with RDGW.2 invites individual consultants to indicate their interest in providing the above-described services. Interested eligible Individual Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documentation, references for similar services, experience in similar assignments, etc.).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the African Development Bank’s Rules and Procedure for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include them in the shortlist. Separate shortlist will be prepared for each diagnostic to be prepared.
  1. The estimated duration of services for each country diagnostic is 2 months and the estimated starting date is mid-September 2021.
