The USAID Improved Access to Safe Drinking Water in Liberia Activity is seeking the service of a Short-Term Technical Assistant (STTA) to support the Activity in developing and implementing Public-Private Partnership (PPP) models and other private sector led water service delivery management/business models. Under direct supervision of the Chief of Party, the STTA will provide high level technical advice to the team. She/he will support the team in building cases for LGI-managed PPPs for water services and defining institutional and regulatory framework for PPPs for water services. The expert will lead the efforts in assessing the enabling environment for PPP and recommending improvements. She/he will be leading the efforts of analyzing determining-factors in each intervention site and developing, piloting, and implementing context-specific Private sector Led and PPP water service delivery business/management models commensurate to the prevailing socio-economic conditions of each community. The private sector expert will also be leading the efforts of identifying and scouting potential private sector players in the market, co-creating business models, and creating linkages between and among private sector, consumers/communities, and public institutions. She/he will also lead the efforts in exploring financing opportunities and linking potential private water service providers with financial institutions. Specifically, the Private Sector Advisor/expert will perform or lead the following tasks.

ESSENTIAL RESPONSIBILITIES: 

  • Conduct desk review of existing PPP enabling policies, legal and regulatory framework research, and analysis on socio economic conditions of the intervention communities and enhance the understanding of the overall context and enabling environment, including key government policies for rural water services, the roles and responsibilities of institutions, and financial flows.
  • Based on the desk reviews and additional field visits, work with National and Sub-national Government of Liberia Institutions and propose and introduce new or improvements to existing policies, legal and regulatory framework.
  • Organize visioning workshop venue to discuss lessons learned from desk reviews, exchange visits, and other case studies for developing sub-national frameworks for PPPs.
  • Support and facilitate the design and development of sub-national PPPs framework with LGIs that serves as guidelines for private sector investment in water service delivery.
  • Propose and lead the implementation of capacity building activities to local government institutions to strengthen their capacity in localization and implementation of the PPP framework.
  • Provide technical support to national and sub-national government institutions in creating effective Public-Private Partnerships with selected private sector players in water delivery services in or supporting the intervention communities.
  • Provide technical support to LGIs in designing and implementing a sub-national framework for private sector led water service delivery systems.
  • Work with other members of the Activity and national and sub-national government institutions to develop concept notes and guide the implementation of private sector led context-specific business models for water service delivery ecosystems.
  • Based on the private sector mapping and other mechanisms, lead the efforts of identifying, scouting, and convincing and incentivizing private sector players to invest in and operate private water service delivery services in or supporting the intervention communities.
  • Facilitate/create water delivery supply/value chain (market and financing) linkages between private sector goods and service providers and government institutions, communities, community-based enterprises, and financial institutions to promote and sustain private led water service delivery systems.
  • Oversee implementation of the co-creation and introduction of context-specific private service led water service delivery models through use of grants under contracts.

QUALIFICATIONS AND REQURIEMENTS:

Education:     Advanced (MA, MSc or PhD) degree in Water Resource Management, Business Administration and/Economics or related field.

Experience:    The ideal candidate will have the following experience:

  • At least 10 years of experience in establishing Public-Private Partnerships and Private sector led water service delivery systems.
  • Knowledge and working experience on implementation of USAID Activity/Project strongly preferred.
  • Experience in creating market and supply/value chain linkages strongly preferred.
  • Demonstrated experience working with high level government officials and in developing and implementing business models strongly preferred.
  • Demonstrated writing and analytical skills.
  • Excellent communication skills, both oral and written with fluency in English required.
  • Demonstrated excellent computer software skills in MS Excel, MS Word, and PowerPoint required.
