Job Description

The Youth Education Officer is responsible for project implementation, staff management, liaising with stakeholders and field-level reporting.

Generic responsibilities (max 10)

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Strict adherence to the NRC Code of Conduct
  • Implement the education project according to the plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for technical improvement
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Make decisions on the ground with limited or remote supervision

Specific responsibilities

  • Implement education and TVET activities under direction of the Team Leader and Project Manager.
  • Supervise project team (Youth Education Assistants and incentive volunteers), provide support to them in line with programme objectives.
  • In coordination with the line manager, develop monthly activity work plan of Youth Programme activities and supervision of implementation.
  • Regularly plan and liaise with other NRC programmes and support unites to ensure complementary of intervention; and identify opportunities for integration.
  • Prepares bi-monthly reports on programme activities, ensures M&E correctly conducted and reported, and document technical issues and questions, and channel to the line manager.
  • Monitor spending and purchase requests as assigned by line manager and ensure proper follow up with logistics and field teams
  • Regularly travel to the field to support education, TVET, and recreation activities.
  • Any other task relevant to the position as requested by line manager.

  • Other core competency staff operating at field level at project sites

 

Scale and scope of position

Staff:

Direct: 2 indirect: numerous Incentive workers/trainers

Stakeholders:

INGOs, local NGOs, governmental bodies, community members.

Budgets:

Responsible for tracking procurements against given budget.

Information:

Responsible for weekly and monthly reports and indicator tracking; assistance with donor reports, annual reports and logframe updates required

Legal or compliance:

Responsible for reporting any Code of Conduct violation or Child Protection concerns to PM immediately

 

2. Competencies

A. Professional competencies:

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

• Experience working in a humanitarian/recovery context

• Previous experience working in complex and volatile contexts; ability to remain calm and professional in tense situations

• Documented results related to previous responsibilities

• Written and spoken fluency in Arabic; proficiency in English.

• Solid computer skills, including MS Word, Outlook and Excel

• Proven ability to multi-task and meet deadlines

• Ability to work diligently both independently and in a team setting

• Previous experience supervising teams

 

Context/ Specific skills, knowledge and experience:

  • Understanding of the circumstances, needs and challenges Libyan and migrant youth face
  • Knowledge of the basics of child protection and/or psychosocial support
  • Experience working with youth through recreation and/or vocational training.
  • Experience and solid understanding of TVET sector in Libya
  • Strong organizational and planning skills and ability to coordinate multiple activities simultaneously
  • Excellent interpersonal skills, team management and leadership

We are looking for a candidate with a minimum of 3 years of experience working in youth education and livelihood project implementation. Previous experience working with adolescents and youth in livelihood/training.
