Project Rationale

AFI is preparing a Special Report titled “Access to Finance for Forcibly Displaced Person-led (FDP-led) Micro, Small, and Medium Enterprises (MSMEs): Key Findings and Policy Recommendations. The report will examine the current global context, policy and regulatory approaches, and challenges for enhancing access to finance for FDP-led MSMEs among both AFI member jurisdictions and non-member jurisdictions. The special report will provide high-level policy recommendations for increasing access to finance for FDP-led MSMEs, towards ensuring that FDPs and their host communities are able to improve their livelihoods and realize their full potential as self-reliant members of society.

According to the United Nations High Commissioner for Refugees (UNHCR), by mid-2022 there were 103 million FDPs globally and compared to the end of 2021, this was an increase of 13.6 million. Developing countries are hosting 74 per cent of the world’s refugees and other people in need of international protection. The least developed countries provided asylum to 22 per cent of the total.

In a worsening global forced displacement context, there is a policy imperative to devise and implement more sustainable solutions for forced displacement. The Global Compact on Refugees notes that one strategic priority for UNHCR and the humanitarian community is to identify and support durable solutions that enable refugees to rebuild their lives and live in safety and dignity. Indeed as AFI underlines, increasing financial inclusion and financial health for FDPs “will enable them to improve their livelihoods, live with dignity, and contribute to the economic growth of their host community and host country.” However, FDPs continue to be excluded and forgotten when developing National Financial Inclusion Strategies (NFIS) and other mainstream national financial inclusion policies, which leaves them largely excluded from formal financial systems and financing initiatives for MSMEs.

MSMEs are critical for driving economic growth and employment creation, and they play an important role in enhancing sustainable financial inclusion and reducing poverty at the household level. If empowered to join other local businesses, MSMEs led by those that have been forcibly displaced can similarly make significant contributions to economic growth in their host communities and countries. Nevertheless, FDP-led MSMEs face unique challenges as compared to local MSMEs, from legal and regulatory, to supply-side and demand-side constraints which make it more challenging for them to access financing. For

instance, most refugee-led MSMEs fail to access finance due to lack of credit history which are usually left in their home countries or they do not have rights to own property could otherwise be used as loan collateral.

Recognizing the importance of FDP-led MSMEs for their livelihoods, financial policymakers and regulators have an important role in creating an enabling environment for both the supply-side and demand-side so that FDP entrepreneurs can enter the market and become self-reliant.

Thus, the Special Report, “Access to Finance for Forcibly Displaced Persons-led MSMEs: Key Findings and Policy Recommendations” is very timely. It is intended to support financial policymakers and regulators in their efforts to address the specific barriers faced by FDP-led MSMEs and support them in their pursuit of full financial inclusion that leaves no one behind.

2. Objective:

The overall objective of the consultant is to support the development of the special report, which should cover:

  • The current global context.
  • Practices, knowledge, attitudes, and gaps in access to finance for FDP-led MSMEs among both AFI member jurisdictions and non-member jurisdictions.
  • Unique policy and regulatory barriers that prevent progress in this area.
  • An overview of FDP-led MSME Products/schemes
  • Preliminary, high-level policy recommendations and other related opportunities, such as capacity building programs or engagement opportunities with other stakeholders, aimed at promoting access to finance for FDP-led MSMEs.
  • Areas which may require further detailed consideration and guidance by AFI moving forward.

3. Financial proposals must be USD only. Whereas for Malaysian applicants with Business Registration under Suruhanjaya Syarikat Malaysia (SSM), please submit your financial proposals in MYR.

4. Proposal to be submitted to the designated email address.

Consultant or Consulting entity awarded a contract by AFI shall take responsibility to ensure that the authored works, produced in parts or as an entirety of the deliverables stated in this RFP does not infringe on copyrights.

AFI reserves the right to disqualify incomplete submission, overlapping submission, non-compliance to the above requirements. Notification of results will only be sent to shortlisted candidates upon completion.
