REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT)

PROCUREMENT AUDIT OF NKHATA BAY TOWN WATER SUPPLY AND SANITATION PROJECT

  1. The Malawi Government has received financing from the African Development Bank toward the cost of the Nkhata Bay Town Water Supply and Sanitation Project and intends to apply part of the agreed amount for this grant to payments under the contract for Procurement Audit Consultancy Services ;
  1. The project development objective is to increase access to reliable and sustainable potable water supply and improved sanitation services for the socio-economic growth and development of Nkhata Bay Town and the country. The project involves design and construction of water treatment plant, water transmission pipelines, storage tanks, pump stations and distribution pipelines, among others. The project will also promote sanitation and hygiene. This will be done by conducting awareness campaigns as well as constructing demonstration sanitation facilities in schools, health centres and market places. The project will also construct a solid waste management site, liquid waste treatment plant and sanitation centre. In addition, a Sanitation and Hygiene Investment Plan for Nkhata Bay Town will be prepared under the project ;
  1. The services included under this project is Procurement Audit for the procurements undertaken within the project period. The purpose of the Procurement Audit is to conduct a performance audit of the Client for the fiscal year ending 30th June 2020 by: (i) reviewing the adequacy of the country/borrower procurement system used by the Client that was agreed for the implementation of the project, (ii) reviewing procurement, contracting, and implementation processes which have been followed for contracts in the project to confirm consistency with the country procurement system and the Financing Agreement (FA); and (iii) examining the adequacy of the Client’s management capacities ;
  1. The Northern Region Water Board now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification ;
  1. The implementation period of this assignment is within 60 days ;
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” July 2012, which is available on the Bank’s website at http://www.afdb.org ;
