Purpose of consultancy

To hire a local consultant for Maldives Food and Drug Authority MFDA to support implementation of Codex Trust Fund Activities and effective management of work of the National Codex activities on a daily basis.

Background  

Maldives became a codex member in 2008. Since then, Maldives Codex activities are managed by Food Control Division (FCD) of Maldives Food and Drug Authority (MFDA). FCD is mandated to do the food regulatory work of Maldives. Main responsibility includes formulation of food standards and regulations, food safety and quality inspections, act as an official control for food exports, and conduct food safety awareness. The current capacity of the division is 52. Where 34 staff are working at port of entry, involving food import inspection only. Hence, there are only 18 staff managing all other food regulatory works within Maldives. Codex related work is managed among these 18 staff who are involving in other food safety related work. Due to this staff are overburdened and are unable to carry out Codex-related work efficiently. Thus, to strengthen and sustain Codex work it is important to recruit staff designated for Codex work only. This work is ongoing by MFDA and this consultant will support the staffs hired by MFDA going forward.

Deliverables

  • Provide support to MFDA in Managing the Codex secretariat and managing the day-to-day activities of Codex­ related work.
  • Participate and support MFDA as a non-decision-making member in the National Codex Committee (NCC) and provide MFDA support as secretariat of the committee including meeting arrangements and documenting minutes of the meeting.
  • The consultant will provide support to MFDA for arranging stakeholder and public consultations as required and guided by the supervisor at MFDA.
  • Support in developing materials needed for Codex awareness including food safety-related information in addition to involvement in Food Safety awareness work conducted before December 2023.
  • The consultant is expected to support MFDA for CTF Project management, progress, and financial reporting and implementation of the CTF Project, including supporting MFDA in related procurement, project monitoring, and evaluation, and finances. This is not limited to supporting MFDA CODEX team in preparing Project implementation arrangements and organizing and identifying resources needed to implement the project before December 2023.

Expected Outcomes

  • Acquired trained and dedicated human resource capacity for Codex-related work at MFDA.
  • The CTF team at MFDA is supported by HR for successful implementation of the CTF project.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Diploma in Food Science, Public Health, Biological science, Primary Health Care, Project Management, or Administration or related field

Desirable:

Bachelor’s degree in Food Science, Public Health, Biological science, Primary Health Care, Project Management, or Administration

OR

Master’s Degree in Food Science, Public Health, Biological science, Primary Health Care, Project Management, or Administration.

Experience

Essential:  Minimum of 1-2 years’ experience in documentation, project management, and     training relevant to Food Science, Public Health and/or related fields.

Desirable:

  • Experience working with government institutions and civil society organizations such as MFDA and WHO
  • Experience or knowledge and interest in Codex Trust Fund and related activities.
