**Program Summary:**Creative Associates International, Inc. (Creative) is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID-funded community stabilization program in Mali. The DCOP is to be based in Bamako, Mali and will be responsible for the technical leadership and in-country management of the program, in coordination with the COP. The DCOP will be responsible for overseeing the work of long-term staff and short-term experts in achieving program results and will ensure compliance with relevant US government rules and regulations. The DCOP will also coordinate with USAID representatives, the Government of Mali, and other implementing partners as a member of the program leadership team.

Responsibilities

Lead the technical design and implementation of activities focused on improving social cohesion in conflict-affected areas, community empowerment, and household capacity building.

  • Work closely with the COP to provide expert technical input on program activities, supporting program teams under the key program components.
  • Provide support and guidance to local governments and organizations in planning forums and other platform to allow citizens and stakeholders to have a meaningful voice on local issues, solutions, and delivery of services;
  • Oversee performance audits of programs and facilitate the sharing of best practices related to local systems and service delivery strengthening.
  • Ensure program implementation is in accordance with USAID and Creative policies and procedures;
  • Work closely with COP on the management of overall communication with subcontractors as required;
  • Coordinate with Government of Mali institutions, civil society organizations as deemed appropriate, implementing partners, USAID, and other key stakeholders to improves synergies and increases the impact of the program; and
  • Act as the COP as needed and perform other tasks as required.

Qualifications

  • Advanced degree in social/political sciences, public administration, development studies, economics, law and governance/decentralization related discipline; or Bachelor’s degree with the minimum required years of experience if the field of local governance.
  • A minimum of eight (8) years of general experience with five (5) years of DCOP or equivalent level experience in a program of similar size and scope, or relevant experience with solid understanding of the stabilization context in Mali including experience with a contractor or international NGO with demonstrated supervisory experience
  • Extensive expertise working with counterparts/stakeholders at various levels of government in Mali;
  • Experience overseeing the operations side of large-scale programs (i.e., finance, security, IT, etc.);
  • Experience designing and implementing large, complex USAID-funded programs and/or other donor programs of similar size and complexity;
  • Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively and cross-culturally;
  • Experience working in Mali required;
  • Fluency in French required; professional proficiency in written and spoken English strongly preferred; and
  • Knowledge of one the local languages such as Bambara is required.
