In 2012, when armed groups took control of Mali’s northern regions, more than half a million Malians were displaced from their homes. Roughly 150,000 people fled to neighboring countries, and hundreds of thousands became displaced inside Mali.

In June 2015, a peace agreement was signed between the two major armed coalitions and the government. Since then, authorities have gradually returned to the north, providing basic services in the largest towns. But many remote areas still lack basic services, like healthcare and education. On top of this, conflicts have increased exponentially in the central regions.

While civilians who remain in their communities since the eruption of conflict in their regions face violence, poverty and/or food insecurity, the number of internally displaced persons continues to increase. More than 290,000 people fled their homes in northern and central Mali in 2020 due to intercommunal clashes, a rise in armed groups and military operations. Humanitarian needs are staggering: the country 2021 HRP estimates that over 5.9 million people are in need of assistance in 2021.

Mali is a malaria prone zone and the country is facing COVID-19 pandemic with Bamako as the most affected city. The overall security is volatile and the level of criminality is high in big cities.

Under the supervision of the GTH-FONGIM Forum Manager, he/she will be indirectly supervised by the members of the Steering Committee (COS) and will participate in all the related meetings as well as the GTH – including regional or ad-hoc sub-groups. With the Forum Manager they form the support team of the GTH-FONGIM which serves as much as possible, according to the priorities of the members, the whole FONGIM. Within this framework, he/she will collaborate regularly with other FONGIM working groups on relevant advocacy priorities.

He/she will support GTH/FONGIM as follows:

 

Roles and Responsibilities

1. Facilitating and/or participating in the development of the GTH-FONGIM’s advocacy strategy incorporated into the general FONGIM’ strategy, with the members of relevant working groups

2. Media and social networks monitoring on priority topics;

3. Setting and leading GTH/FONGIM Advocacy working group

4. Support to mobilize internal and external stakeholders in advocacy initiatives including the sign off of notes and position papers.

5. Organization of regular meetings with the members’ communication officers;

6. Circulating of agendas and minutes as well as all useful documents to the members;

7. Development of a communication plan / media plan for FONGIM (and particularly the GTH-FONGIM) in line with the advocacy strategy:

8. Support the development of dissemination tools according to the available media – posters, comics, press releases / articles, radio programs / spots, etc. – in order to participate in the improvement of the perception of NGOs and humanitarian actors in Mali and to network with Journalists;

9. Ensure Communication / external awareness raising toward key targets/actors to the principles of humanitarian principles.

10. Raising awareness / capacity building on the principles among all actors related / involved in humanitarian aid in order to improve acceptance and respect of the principles.

11.  In case of absence or leave of the GTH coordinator, the Advocacy and Communication Adviser may be required to act as Forum Manager

 

Qualifications

·  Minimum 5 years’ experiences from a senior management position in a humanitarian/ recovery context

·  Master’s degree in International Relations, International humanitarian law, Political sciences, Development or Communication

·  Very good knowledge of humanitarian law.

·  Strong experience in advocacy in conflict countries

·  Strong knowledge of the United Nations system, integrated missions and clusters

·  Experience from working in a complex emergency crisis and volatile contexts

·  Fluency in French, English, both written and verbal
