Objectif

The Health Financing Technical Lead will provide technical leadership in developing a country-led roadmap for harmonization, sustainability, and effectiveness of strategic purchasing mechanisms aimed at improving accessibility to health insurance in Mali. The candidate should possess expertise and experience in establishing strategies and identifying technical methodologies and procedures to fulfill the project’s objective whilst overseeing their implementation. The Health Financing Technical Lead will work under the leadership of the Head of Project and will be responsible for managing a team of health financing staff and consultants. This Is a full-time position based in Mali and will require frequent travel to the five focus regions of Kayes, Koulikoro, Sikasso, Ségou, and Mopti. 

Main responsabilities

  • Design and execute the overall health financing strategy for the project and support the MEL team to track the achievement of project results. 
  • Provide health financing expertise to facilitate the development and adoption of an effective strategic purchasing roadmap for Mali through collaboration with relevant stakeholders, providing guidance on its implementation, and addressing any challenges or barriers that arise. 
  • Provide technical leadership in conducting a comprehensive assessment and in-depth analysis of the existing agricultural mutuelles schemes, and establish areas that need improvement and changes to enhance their overall effectiveness and efficiency.  
  • Provide technical expertise and guidance in the development and effective implementation of demand creation strategies aimed at increasing enrollment into agricultural mutuelles. 
  • Provide technical assistance to strengthen the governance, structure, and operations of mutuelles, promoting transparency and accountability in the management of prepaid insurance premiums and healthcare provider payments/reimbursements 
  • Provide technical advisory to explore opportunities to support the design of governance and management structures that reduce the fragmentation of purchasing schemes and enable risk pooling, distribution, and equalization across the several mutuelles that already exist and the new ones that will be set up through the agricultural interprofessional organizations. 
  • Provide technical leadership in utilizing a range of quantitative and qualitative techniques to conduct comprehensive health financing core analytics, which involves analysing, assessing and identifying improvement opportunities for various aspects of the healthcare strategic purchasing systems 
  • Provide guidance to a team of five (5) health financing advisors and short-term consultancies on project scope, approach and requirements. Ensure delivery of agreed technical work outputs and oversee quality assurance of the project’s health financing outputs and outcomes. 
  • Serve as key liaison on health financing technical matters with country stakeholders, including but not limited to, l’Agence Malienne de la Mutualité Sociale (AMAMUS), L’Union Technique de la Mutualité Malienne (UTM), , Direction Générale de la Santé et de l’hygiène Publique (DGSHP), Centre d’Expertise et de Recherche en Télémédecine et E-Santé (CERTES), in the analysis, design and implementation of key project activities. 

  • Participate in and prepare necessary technical and program-related reports, including presentations, quarterly and annual reports, and white papers. 

  • Organize and facilitate approved health financing activities including training, conferences, workshops, and meetings.  
  • Document success stories and extracts valuable lessons, policy briefs, and peer-reviewed articles to share insights and contribute to the knowledge base in the field of health financing.  
  • Performs other related duties and responsibilities as assigned by the Head of Project.  

EDUCATION 
  • Advanced degree (MA, MSc, PhD) in economics, health economics, relevant social sciences or public health with academic specialization in health financing, significant experience working in a public or private health insurance scheme or on a public health financing reform. 

EXPERIENCE  
  • At least 10 years demonstrated expertise working at a strategic level in Sub-Saharan African countries on a health financing (preferably purchasing, health insurance) reform with a strong track record of producing demonstrable results.  

COMPETENCIES 
  • Proven experience in identifying innovative solutions for increasing enrolment and achieving other health financing results in health insurance schemes;

  • Demonstrated ability to engage effectively with high level government stakeholders and/or other senior stakeholders in consensus-building processes on major health systems reforms;
  • Experience informing development of government strategy, policy, and operational plans, preferably in health or health systems is a plus ;
  • Experience designing and managing teams and long-term project ;
  • Knowledge of relevant literature and interventions related to topic areas ;
  • Excellent problem solving, analytical, and quantitative skills, including attention to detail ;
  • Strong written and oral communication skills for high-level policy audiences  ;
  • Exceptional diplomacy and interpersonal skills demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment ;
  • Ability to work independently, set priorities, and handle multiple tasks simultaneously ;
  • Ability to and absorb and synthesize a broad range of information ;
  • Fluency in French and English (both written and spoken) ;

  • Proven leadership skills  ;
  • Located in or willingness to relocate to Mali.
