RECRUITMENT OF A CONSULTING FIRM

  1. The African Development Bank (AfDB) hereby invites Consulting Firms to indicate their interest in the following assignment: “Feasibility Study to support development and design of an energy efficient street lighting program in Mozambique”.
  1. Mozambique is a large country of about 800.000 square km, with a population of about 30 million, of which only 35% have access to electricity. The electricity sector is dominated by a national utility called Electricidade de Moçambique (EDM) involved in generation, import, export, transmission and distribution of electricity through-out the entire country. The main challenge over the recent years has been to increase the access of electricity in line with the national electrification strategy and the Sustainable Development Goals of Universal Access by 2030. Therefore, several projects have been implemented in transmission and distribution that made it possible to duplicate the level of access in less than 10 years.
  1. In past electrification projects, street lighting has been implemented mainly with tubular fluorescent lamps, high-pressure sodium vapor and mercury vapor lamps which are energy-inefficient, with high operation and maintenance costs. Because highly energy efficient lighting technologies, such as LEDs, are widely available and cost effective, the existing savings potential in the street lighting sector is significant, countrywide.
  1. Currently, the operation and maintenance expenses of street lighting systems are under EDM and negotiations are underway to charge street lighting electricity consumption to the Municipalities. As part of its efforts to reduce street lighting electricity and maintenance growing costs, EDM, with the support from the AfDB, is exploring long-term and sustainable options to improve efficiency of street lighting infrastructure networks, by replacing current lighting systems with modern and energy efficient LED-based solutions.
  1. The PERN invites Consulting Firms to indicate their interest in providing consulting services to support EDM in the above-mentioned assignment in the Cities of Maputo, Matola, Beira, Chimoio and Tete. More specifically, the consulting firm will conduct a feasibility study to assess technical, financial and implementation options for the EE street lighting program. The assignment is expected to be carried out over 6 months, starting at the beginning of September 2021. All deliverables shall be prepared and submitted for review and approval within the said period. 
  1. Interested eligible Consulting Firms or consortium, shall limit their EOIs to 20 pages and provide information on:
  • Details of the firm or consortium (including nationality of the firms and contact person) and including DACON registration number ;
  • Strengths, expertise, approach and any information relevant for the assignment ;
  • Experience in similar assignments;
  • CV of Key Staff members;
  • Any additional document /section deemed relevant.
  1. Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance with the AfDB: “Procurement Policy for Bank Group Funded Operations, October, 2015” which is available on the Bank’s website at www.afdb.org . Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.
