Expertise France recrute un Coordinateur technique Industries culturelles et créatives (CCI) – CULTIV’ARTE à Maputo, Mozambique.

 

 

 

 

Placed under the hierarchical responsibility of the project manager, the Technical Coordinator will provide technical support to the activities. As an expert of CCI in Mozambique he/she will assist the Project Manager and the partners to frame and design the content activities of trainings, the programming of events and the organization of international mobilities.

He/she will provide technical inputs to strengthen the overall project strategy. Based on his/her solid knowledge of the relevant networks, he/she will facilitate the CCI actors’ participation and will promote the project’s influence. He/she will have among other missions:

  • Work within the project team to ensure the proper operational implementation of the strategic orientations of the project as defined in the work plans adopted by the steering committee;
  • In close collaboration with the other members of the project team, coordinate the implementation of activities;
  • Development of terms of reference (TOR) and management of short-term expertise missions;
  • Contribute to the drafting of call for proposals, giving advice on the definition of criteria adapted to the mozambican context
  • Participate in close collaboration of the project team to the drafting of deliverables of the project;
  • Prepare reports and situation briefings for the Steering Committee and Steering Meetings and provide secretarial services;
  • Implement the project’s communication and visibility plan
  •  Contribute to the budgetary and operational planning;
  • Comply with the procedures required by the EU and Expertise France (eligibility rules for expenses, purchases, markets, subsidies, reports, etc.).
  • Support the project manager & the financial and administrative manager on the drafting of Expertise France’s internal financial reporting (financial monitoring, budget forecasts and closings) and external budget reporting in.
  • Support the staff in charge of grants management on the follow up of grants and contracts awarded as part of the project (regular monitoring of the progress of activities, participation on the preparation of narrative and financial reporting, etc.).
  • Work on the complementarity of the project with other national and multilateral initiatives on the theme and develop synergies

Description

“Cultiv’ARTE – Strengthening the cultural sector in Mozambique” is a project implemented by Expertise France (EF) under EU funding in Mozambique.

The objective of this Action is to increase the contribution of the cultural sector to social and economic development, especially for youth and women as drivers of change.

The project will seek to strengthen the sector’s governance and professionalization, including the use of digital technologies, by reinforcing the competences of human resources; supporting cooperation and networking at national and international level (especially in the Southern Africa region and Europe); and reinforcing the capacities of the Ministry of Culture and Tourism and other decentralised public bodies to ensure a more favourable environment for the cultural sector to thrive.

The direct beneficiaries of the action will be the various stakeholders of the cultural sector, including public authorities (duty bearers), the private sector (creative entrepreneurs, individual artists and culture professionals, the community (rights holders)), and civil society organisations linked to this

sector.

The Overall Objective (Impact) of this Action is to increase the contribution of the cultural sector to social and inclusive economic development, especially for youth and women as drivers of change.

The Specific Objective (outcome) is:

To strengthen the governance and professionalisation of the cultural sector,

including the use of digital technologies.

The outputs are:

Output 1. Competences of human resources are reinforced at technical, transversal, entrepreneurial and digital level.

Output 2. Opportunities for CCI development and structuration are supported through networking, funding and cooperation at national and international level

Output 3. Capacities of the Ministry of Culture and Tourism and other decentralised public bodies are strengthened.

Qualifications and skills:

  • Master’s Degree level in Cultural and project management or relevant field;
  • Excellent knowledge of office software (Office, Outlook, other web software);
  • Strong analytical skills;
  • Sense of organization, rigor, autonomy;
  • Independence and impartiality;
  • Availability for occasional travel at the national level.

Professional experience:

  • Experience of at least 5 years in overall project management;
  • Proven experience in managing project/or institutions in the cultural field and CCI’s in Mozambique;
  • Fluency in English and Portuguese required;
  • Previous experience in working on EU funding would be a strong asset.

Proven knowledge of the Mozambican CCI, public and private key actors.
