ROLE PURPOSE

The position holder will be responsible to managing construction activities and provide day-to-day overall management and supervision of construction work under the project, ensuring achievement of targets within specified quality and project timelines.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

Financial measures or statistics relevant to post such as budget; list of direct and indirect reports

  • Be responsible for construction of TLSs;
  • Manage the project reconstruction team consisting of engineers, contractors, supervisors, CDFs and consultants;
  • Control budget lines as per the approved contracts with contractors;
  • Ensure timely implementation of programme activities, overseeing and managing contractors;
  • Coordinate with the Procurement Team to ensure timely procurement of materials of specified and agreed quality with the donors.
  • Ensure highest quality standards are maintained as specified by best construction practice, Plan International and donor guidelines;
  • Ensure timely reporting
  • Ensure compliance of all requirements as per contracts with contractors;
  • Ensure quality assurance and quality control (QA/QC) of all construction, engaging QA/QC experts or third-party consultants as required and within budget.
  • Establish and maintain linkages with the Regional, Provincial and local government, non- government and other groups to coordinate/avoid duplication, raise Plan’s image, initiate partnerships or leverage resources;
  • Ensure that donor standards and restrictions are followed, met and adhered;
  • Oversees all technical aspects of project construction work as contained in the Scope of Work, including but not limited to work methods, value engineering, bill of quantities (BOQ) control and compliance to design and technical specifications including QA/QC requirements;
  • Monitor all processes on site including contractor’s materials planning and delivery, work force allocation and deployment to ensure work completion on time and quality and within budget;
  • Ensure that the contractor keeps all record, including an update of the Site Order Book, documenting daily construction activities, and is ready for inspection anytime;
  • Monitor and witness material testing on site by the contractor and ensure competent sampling, handling, recording and testing methods for credible results;
  • Ensures project completion on time, on budget and according to the required quality standard and approved specifications;
  • Monitors project progress and contractor’s performance;
  • Prepares status report of the construction;
  • Ensures that the materials used into the work pass the specifications of the project;
  • Adherence to organizational policies on Child safeguarding and youth, Gender, Anti-Fraud and Corruption, Code of Conduct, Whistle Blowing, etc.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
  • Ensures that Plan Mozambique contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/ experience essential:

  • Degree in Civil Engineering/ Architecture/ Urban Planning
  • Minimum 5-10 years’ experience required in supervising infrastructure projects, especially school or health facility projects;
  • Extensive knowledge and experience in emergency shelter delivery a must;
  • Knowledge of building codes and standards
  • An educational qualification in project management desirable;
  • Knowledge of SPHERE Minimum standards on Shelter is preferred;
  • Experience in drawing or revising building plans required (knowledge of AutoCad);
  • Quality Assurance/Quality Control (QA/QC) experience, materials testing, etc., required;
  • Knowledge of humanitarian practices and covenants and willingness to adhere to them a must.
