Description of Duties

The SKILLS-NPC shall, in general, support the design, coordination, implementation, monitoring and evaluation of all project activities relating to skills development, across the two project outcomes, by facilitating: 1) access to skills for improved employability of youth through curricula development, skills training as part of employment intensive infrastructure works, and enhanced demand-driven TVET institutions and 2) access to work-based learning opportunities and entrepreneurial training for young women and youth through the institutionalisation of partnerships between TVET centres and private enterprises.

1.     Coordinate project activities aimed at building the capacities of local TVET institutions and sectoral-based technical training institutions through curricula development / revision, development of teaching materials and training of trainers for sector specific occupations.

2.    Facilitate joint work among implementing partners for the identification, planning, and implementation of skills development initiatives, training programmes and work-based learning in a way that they enhance the employability of youth.
3.    Identify and activate public private partnerships between enterprises and TVET centres to facilitate the institutionalisation of work-based learning in the target provinces.

4.    Support the design and monitoring of institutional capacity enhancement and rehabilitation of TVET training facilities.
5.    Prepare background information, project and technical briefs as well as inception studies, baseline and country context to support the design and implementation of skills development strategies and activities.

6.    Organizing and conducting awareness workshops and meetings as well as leading the development of technical guidelines, field manuals and publications on skills development and lifelong learning.
7.    Monitor progress of all skills-related interventions by reviewing, verifying and analysing work plans, progress reports, final reports and other data for clarity, consistency, and completeness. This includes the provision of inputs to develop and adopt simplified technical and managerial tools necessary for the planning, implementation and monitoring of project activities

8.    Assist in the monitoring and control of usage of project resources and prepare budget estimates and expenditure forecasts by analysing skills-related activities and providing regular feedback to the PM on proposed actions.

9.    Provide input in the preparation of technical reports and periodic progress reports and statistical data on status of the overall activities of the Project in English and Portuguese.

10.    Ensure the visibility of ILO in all project activities and actively participate in resource mobilisation for similar projects.

11.    Contribute to knowledge generation and sharing among ILO, IFAD and REFP in the area of skills development and at UNCT and ILO Office level, with a particular focus on providing technical inputs to concept notes and project proposals, based on the lessons learned and with a view to possible replication in other countries.

12.    Perform other duties as may be assigned by the Supervisor.

Required qualifications

Education

First level university degree with relevant experience in economics, development studies, social science, vocational training, or any related field.

Experience

At least three years of professional experience at the national level in the area of skills development, lifelong learning or work-based learning, and familiarity with the skills and Technical and Vocational Education and Training systems in the country.

Proven experience in the successful implementation of skills development/TVET related projects (in Mozambique or in other countries), by working effectively with national and/or local government bodies in charge of education, training and curricula development and other development partners would be an asset. Past experience working with the ILO or other UN agencies will be an added advantage.

Languages

Excellent command of English and a good working knowledge of written and spoken Portuguese.
