UNICEF-Mozambique assists the Government of Mozambique through six major programs components including Education, Health/Nutrition, Water/Environment Sanitation, Child Protection, Information and Communication and Social Policy. Within the current Country Programme of Cooperation between the Government of Mozambique and UNICEF that covers the period 2017-2021, UNICEF’s Education programme is an integral part, with an annual budget of about USD 20 million. The programme consists of four main components, namely Early Learning, Quality and Equitable Education Services, Education in Emergencies and Education System Capacity Development.

 

How can you make a difference?

Under the supervision of  the Chief Field Office, the Officer provides professional technical, operational and administrative assistance throughout the programming process for education programs/projects within the Country Program, especially for Sofala, Manica and Tete Provinces and potentially beyond, from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate program development, implementation, program progress monitoring, evaluating and reporting.

 

Objectives of the assignment :

The Education Specialist, under the direct supervision of the Chief of Field Office Beira and the technical support of the P4 EiE Manager and P3 Education Specialist in Maputo, will work closely with UNICEF education colleagues, the provincial and district education authorities (DPE and SDEJT), the Education Cluster and Education Cluster partners to ensure overall efficiency and effectiveness of the Education response strategy and accomplishment of its goals and objectives. Further, the EiE Officer will be responsible to represent UNICEF at the Education Cluster and work with DPE, SDEJT and education partners to strengthen coordination in assessments, planning, implementation, and monitoring and evaluation of the emergency education responses in the affected areas.

 

Main responsibilities and tasks :

Support the UNICEF education programme implementation in the field, especially education in emergency response to restore education service provision especially in cyclone and flood affected regions of Mozambique:

Support for the immediate response to the education emergency including implementation monitoring and evaluation :

  1. Preparation of operational plans, standards and checklists in conjunction with field offices and Hubs ;
  2. Development of relevant partnership frameworks including standing agreements with INGOs ;
  3. Establishment/delivery services including supplies and related operations ;
  4. Coordinate with UNICEF Maputo and other hubs (Chimoio, Quelimane and Pemba as appropriate).

Support actions towards transition to recovery and reconstruction of education in the short and medium in coordination and collaboration with the relevant education authority (e.g. MINEDH, DPE, SDEJT, etc.) :

  1. Support reestablishment of learning across the life cycle from ECD to adolescents ;
  2. Documentation and reintegration of displaced children ;
  3. Support the resilient reconstruction and rehabilitation of affected schools’ facilities ; and
  4. Support the standardization and harmonization of curriculum and teacher training.

Support cross-cutting issues for the emergency education response and transition into recovery :

  1. Support to and participate in Education Cluster coordination as part of UNICEF’s role as provider of last resort ;
  2. Attend education sector and inter-sectoral meetings as well as coordinate priority cross-cutting issues (e.g. gender, PSS, inclusion of children experiencing disabilities, WASH in schools, etc.) ;
  3. Support resource mobilization.

Provide support to knowledge management and monitoring evaluation and reporting :

  1. Draft key Education, EiE documents and reports ;
  2. Support establishment of effective information management for the education response ;
  3. Support assessment of needs from children and families and revision or adaption of projects to new emergencies ;
  4. Establish and strengthen of monitoring and reporting mechanisms.

 

Key expected results/deliverables  :

The efficiency and efficacy of support provided by the Officer to program preparation, planning and implementation of education programs/projects, contribute to achievement of goals and objectives to improve learning outcomes and equitable, inclusive and universal access to education. Success in education programs and projects in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide program services for mothers and children that promotes greater social equality in the country.

 

To qualify as an advocate for every child you will have…

Education : Advanced university degree in Education or relevant related field, or equivalent qualification.

WORK EXPERIENCE :  Relevant professional work experience, with at least 5 years of experience working in developing countries or emergencies; Demonstrable professional technical expertise in education in emergencies, early recovery and post-crisis transition; Experience in humanitarian action within the education sector; Excellent advocacy and communication skills particularly in relation to advocating for education provision in humanitarian crises and good interpersonal skills; Good computer skills (Ms Office, SharePoint etc.); Demonstrated ability to establish harmonious and effective working relations both within and outside the organization.

LANGUAGE PROFICIENCY : Fluency in oral and written Portuguese and English are essential.
