As of June, 2021, ACF in Mozambique has undertaken an initial scoping mission in October/November 2020 and a rapid informal information gathering in May 2021 for nutrition. This strategy is based on these results, plus the information gathered through ACF field presence and cluster’s participation since early 2021. Given the volatility of the context, including security situation changes since March 2021 and the consequent increase of humanitarian needs, ACF aims to completed an Food Security & Livelihoods targeted assessment.

Humanitarian needs among conflict-affected populations in Cabo Delgado are wide-ranging and span all of ACF’s traditional sector of expertise, including Food Security& Livelihoods, Nutrition & Health and WASH, which have been prioritized as part of our emergency strategy in partnership with local and international NGOs already present in Cabo Delgado to support the emergency response in the area. In light of the rapidly changing context, the humanitarian needs and ACF’s expertise, geographic area of intervention will focus on H2R (Hard to Reach) areas comprising Mueda, Nangade and Macomia, with complementarity in districts with likely IDPs’ influx pathways: Ancuabe, Montepuez and Chiure.

The mission currently employs 3 international and 3 national staff (in contract with an employment agency), working from the field office in Pemba. ACF is intending to expand on Cabo Delgado (Mueda, Ancuabe, Chiure and Macomia) to address the humanitarian needs of the population.

Pemba is the largest and capital city of Cabo Delgado Province. The base office and guesthouse are in the same compound but mission is looking for an office in the coming weeks. Apart from work movements during office hours, movements are limited with a 10pm curfew due to Covid-19. The base team is currently conducting assessments and discussing perspectives of with donors. One of the main challenges will be the development of the base to ensure presence and future expansion.

 

Votre poste et vos responsabilités

Under the supervision of the Deputy Country Representative – Programmes, you are responsible for guaranting the quality, relevance and scaling of Nutrition and Health strategy and interventions at the mission.

More precisely, your mission will be:

  • Set-up of the Nutrition & Health sector at mission level, technically oversee the implementation of programmes and projects ensuring quality;
  • Contribute to defining the country strategy as well as the Nutrition & Health strategy;
  • Contribute to the position of ACF in country in the Nutrition & Health sector;
  • Coordinate the identification of needs and formulation of project proposals;
  • Set-up of the UNICEF Nutrition project

Votre profil

  • You have a medical background with a specialization in nutrition, public health, or general medicine. You also have at least 5 years experience in the field of humanitarian context, including at least 3 years in a coordination position, experiences with ACF is a plus ;
  • You demonstrate experience in the management of malnutrition, in healthcare organizations support and in the implementation of humanitarian responses in an emergency context (with emphasis in community-based prevention activities as well as in maternal and child health). You have experience in outbreak responses is a plus. Ideally, familiar with nutrition survey methodologies (SMART, NCA, SQUEAC, etc).) and in the setup of cholera control and IMCI interventions ;
  • Fluent in English (oral and written) and either Portuguese, Italian or Spanish.

Vos conditions d’emploi

  • 2 months fixed term contract under French legislation, with possibility of extension to a total of 6 months depending on budget availabiity ;
  • Monthly gross salary from 2450€ to 2800€ upon experience  ;
  • Monthly per diem and living allowance: 167€ + 260€ net, field paid ;
  • Monthly country allowance: 150€ ;
  • 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens ;
  • Transportation and accommodation: Coverage of transportation costs and guest house ;
  • Medical coverage: 100% coverage of health contributions (CFE + complementary health) and repatriation insurance ;
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 € at each RnR period

The mission opened in early 2021, and it aims to position itself in the Nutrition & Health sector, where there are a lot of needs.
