CONSTRUCTION OF THE NEW KEETMANSHOOP VOCATIONAL TRAINING CENTRE PHASE 1B, //KHARAS REGION, NAMIBIA

 

1. This Invitation for Bids follows the General Procurement Notice (GPN) for this Education and Training Quality Improvement Project that appeared in United Nations Development Business online (UNDB online) No. 1 of 27 April 2018; on the African Development Bank’s Internet Website; and the local newspaper, The Sun on 27 April 2018 ;

2. The Government of the Republic of Namibia through, Ministry of Education, Arts and Culture, has received a loan from the African Development Bank (ADB) toward the cost of the Education and Training Quality Improvement Project (ETQIP). It is intended that part of the proceeds of this loan payments under the contract for Construction of a New Keetmanshoop Vocational Training Centre, phase 1b, //Kharas Region, Namibia (1 lot) ;

3. The Ministry of Education, Arts and Culture as an Executing Agency of ETQIP, now invites sealed bids from eligible and qualified bidders for the Construction Works for Construction of a New Keetmanshoop Vocational Training Centre, phase 1b, //Kharas Region, Namibia. Interested eligible applicants may obtain further information from and inspect the Bid documents at the Ministry of Education, Arts and Culture (address below) during office hours 08:00am to 17:00 pm local Namibian time ;

4. A complete set of the bid Documents in English may be purchased by interested applicants through the submission of a written application to the address below, and upon payment of a non-refundable fee of NAD 600 or in ZAR 600. The method of payment will be cash. The document will be collected at the address below or send electronically upon request and presentation of payment receipt ;

5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Small Works ;

6. Bids must be submitted in sealed envelopes, delivered to the address below before 11:00 hours Namibian local time, 27 October 2020 and be clearly marked “Bids for Construction of a New Keetmanshoop Vocational Training Centre, phase 1b, //Kharas Region, Namibia No : W/ICB/MoEAC/AfDB/010-10/2019 ;

7. The Bid validity period is 120 days from the deadline of the bid submission date ;

8. Bids must be accompanied by a bid security duly signed and sealed by the Guarantor(s) of an amount of N$ 3,000,000-00 (Three Million Namibia Dollars and Zero Cents) or its equivalent in a freely convertible currency ;

9. Bids will be opened in the presence of bidders’ representatives who choose to attend immediately after 11:00 on 27 October 2020 at the Ministry of Education, Arts and Culture, Government Office Park, 1st floor, Left wing, Room 108. Windhoek, Namibia.
