OMS recrute un Consultant international chargé d’examiner, de mettre à jour et de développer le programme de formation pour la prévention et le contrôle des infections (IPC), le bloc opératoire (OT) et le service central de stérilisation (CSSD) – Namibie.
1. Background
Please briefly describe why the work is needed and the context.
The Ministry of Health and Social Services (MoHSS) has over the years prioritized Infection Prevention and Control activities to ensure the provision of safe healthcare services. A number of documents to guide healthcare workers on proper IPC practices have been developed and training conducted. In addition, IPC focal persons have been identified in all 35 hospitals to ensure the implementation, monitoring, and evaluation of key IPC activities including regular in-service training.
A number of IPC guiding documents have been developed by the MoHSS and were disseminated at the facility level and respective healthcare cadres were mandated to ensure their implementation. The documents include:
* The National IPC guideline (1st edition developed in 2010 and revised in 2015)
* Central Sterile Services Department (CSSD) guideline (1st edition 2015)
* Operation Theatre Manual (1st edition 2015)
* Waste Management Policy (2010)
* Waste Management Guidelines (2011)
* IPC curriculum for healthcare workers (2010)
In 2022, the MoHSS launched and disseminated the National Quality Policy and Strategy to provide a common framework for all public and private healthcare institutions, partners, and stakeholders to; plan, mobilize resources, coordinate, implement, monitor, and evaluate the quality of healthcare services. As part of implementing the NQPS, the MoHSS with support from WHO, is currently finalising National IPC Strategic Plan, which aims at having a healthcare system that is free from healthcare-associated infections (HAI) and other infections through coordinated IPC practices that promote safety for patients, healthcare personnel, and the community.
Furthermore, the MoHSS with support from WHO, has started reviewing and updating the National IPC, OT, and CSSD guidelines to align with the latest evidence-based recommendations from WHO and other relevant international leading bodies in IPC. The process is expected to be completed towards the end of August 2023.
In this context, MoHSS with support from the WHO office in Namibia, is planning to review and update the IPC in-service training package to align with the recently released WHO recommendations on developing IPC in-service training curricula. Additionally, develop the training package for OT and CSSD, to align with the updated guidelines. Reviewing and updating/ developing the training packages will further enhance the capacity of health staff to: skillfully manage patients, improve the quality of care, and reduce the deaths associated with HAIs.

1. Scope of work
The scope of work for the consultancy is as follows:
1. Finalized training guide and curricula description for IPC, OT, and CSSD in-service training
2. Report of consultation meeting with stakeholders and present recommendations for inclusion in the training packages.
3. Training packages for IPC (Basic IPC for support personnel, Basic IPC for health professionals, and Advanced general clinical IPC for IPC focal points) including facilitators manual
4. Training package for OT in-service training including facilitators manual
5. Training package for CSSD in-service training including facilitators manual
3. Qualifications, experience, skills and languages
Educational Qualifications
* A minimum of a Master’s degree in public health or related health programme.
Desirable
* Higher qualification (PHD) will be an added advantage
* Qualification in Infection, Prevention and Control (IPC)
Experience
* At least ten years’ experience.
* Experience in the areas of Quality of Care with particular focus in IPC, CSSD and OT
* Proven experience Development of national guidelines
Skills/Knowledge
* Good knowledge and experience of the Namibia Health System
Languages and level required
* Very good command of written and spoken English.
* Very good presentation and report writing skills.
