THE RECRUITMENT OF INDIVIDUAL CONSULTANT TO CONDUCT A GENDER ASSESSMENT AND DEVELOP A GENDER ACTION PLAN FOR TWO CLIMATE CHANGE PROJECTS IN NAMIBIA

  1. The African Development Bank (AfDB) hereby invites National Individual Consultants to indicate their interest in the following assignment: “Consultancy services to conduct a gender assessment and develop a gender action plan for two climate change projects in Namibia”. For more details, please refer to the ToRs in the annex.
  1. The Bank invites National Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications to perform the services and experience in similar assignments, demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  1. The estimated duration of services is 40 men / days, and the estimated start date is August 23rd 2021.

ToR FOR THE RECRUITMENT OF AN INDIVIDUAL CONSULTANT TO CONDUCT A GENDER ASSESSMENT AND DEVELOP A GENDER ACTION PLAN FOR TWO CLIMATE CHANGE PROJECTS IN NAMIBIA

Back ground

The Africa Climate Change Fund (ACCF) hosted within the Climate Change and Green Growth Department (PECG) of the African Development Bank, is an enabler fund which builds institutional capacity for regional member countries or institutions to access climate finance. The Africa Nationally Determined Contributions (NDC) Hub whose secretariat is hosted within PECG, is a multi-stakeholder platform, which allows for leveraging of technical and financial capacity of various development institutions to efficiently and effectively address NDC implementation needs.

The Africa NDC Hub with funding from the ACCF is supporting institutional capacity building in Namibia, Uganda, São Tomé and Príncipe and Cameroon through a project entitled, “The Africa NDC Hub: Supporting NDCs Implementation in Africa”, to accelerate access to climate finance and the effective utilization of funds for the implementation of NDCs.

For Namibia, the African Development Bank implements the project to enable the country increase its climate finance and meet its country adaptation strategies and objectives as outlined in its NDC, though the development of the following projects: (i) Development of climate-smart livestock systems in Namibia; (ii) Enhancing climate resilience of the water sector in Namibia. As part of the project activities, it is envisaged to conduct a gender assessment for the two projects. In this regard, the African Development Bank (PECG) seeks to hire a gender expert (individual consultant) with the responsibility to support this activity.

This is why the African Development Bank is seeking a consultant to conduct this assessment. GENERAL SCOPE OF THE ASSIGNMENT

  • Produce a gender-responsive proposal for the two projects;
  • Gather gender information at the national level and develop a gender analysis, focusing in the areas where the project will be implemented;
  • Ensure that participatory and inclusive approaches, gender-responsive considerations, and sex-disaggregated information are included in the baseline methodologies, tools and analyses;
  • Analyse the social context, with special attention to differences between relevant social groups (including indigenous peoples and vulnerable groups) and their particular needs, concerns and vulnerabilities and relevant differences between men and women.

SPECIFIC TASKS

  • Development of a methodology
  • The consultant should present the working plan and methodology and tools that will be used to gather and analyse the gender information and to develop the action plan. This methodology needs to be a participatory and inclusive process;
  • Conduct a detailed gender analysis with a particular emphasis on target project sites;
  • The aim of this analyses is to understand relationships between men and women, their access to resources, their activities and the constraints they face relative to each other. The consultant will produce a comprehensive gender analysis/assessment which entails the examination of the different roles, rights, needs, and opportunities of women and men, boys and girls in the project context. It will help to promote gender – relevant entry points, policies and identify opportunities for enhancing gender equality in the project and to identify multiple causes of vulnerability, including gender inequality. It will also help to identify and build on the diverse knowledge and capacities within communities/households that can be used to make them more resilient to climate related shocks and risks. The gender analysis should elaborate on the overview of gender and livestock / water resources in Namibia, with the aim to briefly capture the knowledge on gender and these sectors in the country. Based on the literature review, the analysis will also elaborate on Challenges for Women in livestock and water sectors, Opportunities offered by sectors to women, etc.
  • The gender analysis should also include a review of national, regional and international gender equality and environmental mandates and policies, specifically in areas related to women’s rights, land rights, climate change, water, energy, among others.
  • Develop a gender action plan (GAP) to guide and advise gender mainstreaming in the project
  • A project specific GAP should be developed, as a tool used to ensure gender mainstreaming is clearly visible in project design and implementation. The project GAP must mirror the logical framework of the project and is an integral part of project design. GAP will include clear targets, gender design features and measurable performance indicators to ensure women’s participation and benefits.
  • The gender action plan should draw upon results from the gender analysis and provide recommendations to the project to overcome barriers (gender gaps) identified during the gender analysis. The gender action plan should not only focus on external outcomes, but also provide guidance to the internal management and organization of the project. The GAP for the project should provide guidance in relation to strategies; capacity building initiatives; strategic alliances with Namibia’s gender machinery and women’s organizations, as well as relevant civil society organizations with strong work on gender; and monitoring and evaluation systems to ensure gender is mainstreamed into all project components. The monitoring and evaluation systems should show how project activities contribute to reducing gender gaps in sectors related to the project.
  • Provide cost estimates for the implementation of the GAP for gender mainstreaming.

The consultant will use the guidance and templates at GCF Gender Analysis/Assessment and Gender and Social Inclusion Action Plan Templates

KEYS DELIVERABLES

  • A working plan, methodology and tools that will be used to gather and analyse the gender information and to develop the action plan ;
  • A detailed and comprehensive gender analysis / assessment report for the project (including a comprehensive guidelines/handbook to guide gender mainstreaming for the project) ;
  • A gender action plan to guide and advise gender mainstreaming in the project.

QUALIFICATION

The consultant must have:

  • A Degree in social sciences, Social Work, Gender/Women Studies, Development Studies, Community Development, Sociology, or related field;
  • An advanced training in Gender and Development studies;
  • At least five years’ experience in advocacy for gender issues and evidence-based results in gender analysis and mainstreaming especially in institutions and projects that deal with climate change, environment, forest and natural resources management;
  • Significant experience with gender issues and social impacts is required with strong experience in Namibia socio-ecological and gender analysis frameworks;
  • Experience working with stakeholders at multiple levels, including local, regional, and national;
  • Strong analytical ability to design, implement and evaluate gender mainstreaming options for promoting climate adaption and mitigation;
  • The consultant should be based in Namibia, with a strong knowledge of English language.

MODALITY OF PAYMENT AND TIMEFRAME

Payment of the consultant will be made upon satisfactory accomplishment of the key deliverables outlined in the Terms of Reference.

The consultancy will be implemented over the period of 40 days. It is expected that the final documents are submitted to the Bank no later than 2 months after the contract between the Bank and the consultant is effective.
