Job Description:

Supply Chain and Admin Officer based in Dailekh

To effectively handle Supply Chain and Admin activities in line with WV’s procedures to timely implement WVI NEPAL’s programs/projects in the most effective and efficient manner and achieve targeted Child Well Being Outcomes.

Understand the department’s business requirements and apply in the day to day work. Consolidate and analyze the Procurement Plans of assigned areas/PNGO and recommend sourcing strategies accordingly Advise and seek approval of internal customers of modifications from original requests. Facilitate across all Partner the timely resolution of issues that could impact meeting the needs of the requestor and communities. Work with Logistics to ensure safe delivery and receipt of ordered materials. Execute Market Assessment and Supplier Pre-Qualification process as per the guidelines. Facilitate to increase cost saving through healthy negotiation and ensure effective and efficient services and flexibility to the assigned categories. Monitor sourcing documents of Partners and support Partner SCM for all necessary information to ensure comprehensiveness to all an informed decision-making process of Partner’s Procurement Committee. (Quotation registration from, sealed bids, sample verification report, etc.) Support Partner SCM to develop Commodity Catalogue for relevant/assigned categories/sub-categories procured in field Update master data management form (or contract/supplier register) of assigned area. Monitor and complete contract close-out, renewal or retender, as appropriate for the assigned area. Identify & resolve or escalate contract-related issues both internally and externally. Maintain the supplier intimacy without compromising the ethics and value of WVI NEPAL and Support Partner SCM to conduct supplier orientation. Ensure PNGO SCM is implementing “source to pay” activities through automation system Support to establish and execute LTA/FWAs for Field office related utilities/hotels/lease/maintenance/janitor etc. services Receive incoming Purchase Requisitions, verify specifications are clear, conduct sourcing event if required items are not already on contract, update the PR with actual supplier record and release PR for approval. Ensure Procurement Polices and guidelines in Supplier Award decisions under the applicable threshold of assigned Partners. Manage office administrative functions working with Field Operation (i.e. office utilities, insurance, vehicles tax renewal process, leave record and inventory management etc.) Conduct all procurement related tasks as per the approved procurement policies, processes and guidelines. Prepare comparison sheets and share relevant information to PC for their review and prepare necessary documentation. Ensure timely reporting of Purchase Request (PR)Tracking Tool of assigned Partners Create, summarize and compile monthly data.

Knowledge/ Qualification:

Required Professional Experience:

  • Minimum of 3 – year experience in relief and development work;
  • Experience in development project management, especially in the roles of technical support to local partners;
  • Self-starter who can work independently under pressure.

Required Education, training, license, registration, and certification:

  • Bachelor’s degree in Business Administration, Procurement, or similar degree, or equivalent professional qualification.

Preferred Knowledge and Qualifications:

  • Good fluency in using digital platforms;
  • Work experience in world vision in the relevant area is preferred.
