Contexte :

Under the general supervision of the MRRM Program Coordinator in close coordination with the Movement Operations Manager and the direct supervision of Operations Officer, the Operations Assistant (Movements and data management) is responsible for undertaking movements activities, with the following duties and responsibilities.

 

Fonctions / Responsabilités :

  • Coordinate, schedule and book travel for individuals upon receipt of travel-ready status and/or request in accordance with travel requirements, including but not limited to the distribution of Advance Booking Notifications (ABNs), updates, domestic flights, cancellations and departure notifications ;
  • Organize and complete all bookings in a timely manner and in accordance with the Handbook of IOM Tariffs (HIT) and standard operating procedures (SOPs) from the Divisions of Resettlement and Movement Management (RMM) and Assisted Voluntary Return and Reintegration (AVRR). Distribute travel information to internal and external stakeholders. Liaise with IOM Medical Unit to ensure logistics and follow up on medical procedures are completed in good time and as required, especially during PDMS ;
  • Perform daily coordination with IOM Airport & Movement Staff, Finance Unit, Medical Unit, and other relevant units on movement related issues ;
  • Compile and analyse descriptive statistics, using I-GATOR to capture costs and prepare travel loan paperwork as specified in SOPs and in accordance with host government’s procedures ;
  • Create movement data files, by ABN, for all individuals in accordance with SOPs and for IOM accountability ;
  • In coordination with the Operations Officer process exit permission paperwork in accordance with established standards and the local guidelines ;
  • Conduct identity and document verification prior to the distribution of travel documentation to refugees, immigrants and migrants ;
  • Liaise with Transit Centre Managers and collaborate with Movement Assistant on identity verification (passports, Identity cards, Consular cards) and request for laissez-passer for migrants under AVR ;
  • Conduct Pre-Departure counselling on pre-embarkation procedures and special needs during travel (such as meals, medication, wheelchairs and medical conditions) as needed. Identify beneficiary vulnerabilities and coordinate appropriate action to ensure they are addressed ;
  • Provide regular feedback on work being accomplished to the Operations Officer and keep Movement Operations Manager immediately informed of any issues that arise ;
  • Demonstrate an in-depth understanding of relevant Movement Operations SOPs and Movements-related systems and databases (including iGATOR, MiMOSA, SAR and Amadeus), as well as the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Code of Conduct and instruction on the Prevention of Sexual Exploitation and Abuse (PSEA) ;
  • Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert the Operations Officer or management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners ;
  • Identify areas for improvement and highlight them to the supervisor; provide inputs for new procedures to complement or to adapt existing ones taking into consideration the specific needs of the office. Assist in analyzing and resolving sensitive cases by collating background information, preparing summaries and sharing best practices ;
  • Provide guidance and training to new/junior staff in the unit ;
  • Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Bachelor’s Degree in social sciences or business administration or any other related field with three years of relevant professional experience; or
  • High school diploma/certificate in the above fields with five years of relevant professional experience.

Experiences :

  • Prior Movement Operations or transportation experience a strong advantage; and,
  • Strong computer skills – Word, Excel and Internet; past experience with Movement Operations-related databases and systems (including iGATOR, MiMOSA, SAR and Amadeus) is a strong advantage ;
  • IATA Standard diploma from a well-established institution ;
  • At least three years of experience in an airline or busy travel agency carrying out similar tasks ;
  • Proficiency in AMADEUS or other airlines Computer Reservations System ;
  • Computer literacy & proficiency in Ms. Windows XP and 2016, Ms. Office 2016 2016, Database and Ms. Access ;
  • Previous working experience with NGOs or international organizations, is an added advantage ;
  • Overall knowledge of USRAP, Australian, Canadian, and European IOM resettlement procedures, a critical added advantage.

Languages :

  • Language required for the position, for example : Fluency in French and local languages (oral and written) ;
  • Desirable languages: English oral and written.
