  1. This invitation for the Bid (IFB) follows the General Procurement Notice (GPN) published in UN Development Business online and the Website of the African Development Bank on 9th December 2020 and in the Daily Monitor Newspapers on 8th December 2020.
  1. The Republic of Uganda has received financing from the African Development Fund hereinafter called the Bank towards the cost of the Kabale-Lake Bunyonyi / Kisoro-Mgahinga Road Upgrading Project and intends to apply part of the proceeds toward payments under the contract for Civil Works for the Upgrading of the Kabale-Lake Bunyonyi and Kisoro-Mgahinga (33.2km) from Gravel to Paved (Bituminous) Standard.
  1. The Uganda National Roads Authority (UNRA) now invites sealed Bids from eligible Bidders for Civil Works for the Upgrading of the Kabale-Lake Bunyonyi and Kisoro-Mgahinga (2km) from Gravel to Paved (Bituminous). This Project involves construction to bituminous standards of two road links in South-western Uganda: Kabale-Lake Bunyonyi-Kabeho circuit and Kisoro-Mgahinga Park Gates road, all measuring 33.2km in total. The complementary social infrastructure as part of the civil works shall include: (i) Two (2) roadside markets; (ii) tree planting along the entire road links; (iii) provision of street lighting at all major trading Centres—Lake Loop area, Kachwekano, Mgahinga, etc.; (iv) Four (4) landing platforms for ferries; (v) Two (2) agriculture storage facilities; and (vi) extension of electricity connection to Bwama Island to light up two (2) schools, a hospital, a church and up to 1,500 households. The works are packaged into one (1) lot with two work fronts.
  1. The objective of the assignment is for the Contractor to undertake the physical construction of the works on behalf the Uganda National Roads Authority (UNRA) while ensuring that the works are completed on time, within budget and meeting the required engineering Specifications. The works consist of upgrading the existing gravel road to a Class III Paved road. The typical cross section will have lanes of 3.00m, and shoulders of 1.5m. In some sections walkway and dedicated cycle lanes are provided. There are 3 main priority junctions. A viewpoint for tourism with parking area is in the village of Katchwekano. It is the employer’s intention to upgrade roads within trading areas. The Client shall identify approximately 6kms of town roads on which bidders are expected to provide provisional sums for their construction assuming the design standards of the main road. .
  1. Bidding will be conducted through the Open Competitive Bidding (International) procedures as specified in the African Development Bank’s Procurement Framework October 2015 and is open to all eligible bidder as defined in the Procurement Framework.
  1. Interested bidders may obtain further information from and inspect bidding documents at the address below during office hours 0900 hours to 1700hours.
  1. The bidding document in English may be purchased by interested bidders upon submission of a written application to the address below and upon payment of a nonrefundable fee of UGX 100,000 (Uganda Shillings; One hundred Thousand only). The method of payment will be payment to a local commercial bank. Bids must be delivered to the address below by 11:00am East African Standard Time on or before 23 September 2021 accompanied with a Bid Security of US$ 1,500,000 (United States Dollars One million and five hundred thousand only) at the time of bid submission. Electronic bidding will not be permitted. Late applications shall be rejected.
  1. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the Uganda National Roads Authority, Kyambogo Offices, Plot 2, Gloucester Avenue on 23 September 2021 at 12:00pm East African Standard Time.
