Palladium recruits a Consultant-Roadmap for Implementation of National Support Supervision Guidelines for Health Services

Project Overview and Role:

The purpose of the Uganda Health Systems Strengthening (UHSS) Activity is to strengthen the health system by improving leadership and accountability for achieving results across at all levels of the health system and across public and private sector. The activity seeks to strengthen MoH, RRH and and district-level leadership and governance systems; support domestic resource mobilization initiatives; support interventions that improve efficient use of available health resources; and strengthen community system for improved quality health services.

 Primary Duties and Responsibilities:

Background:
There is greater advocacy for improving the quality of health service delivery in Uganda and supervision is one of the key approaches to achieve this. In this endeavour, new strategies such as policy reviews, health sector reforms, changes in service delivery standards and development of quality improvement (QI) initiatives for national rollout have been undertaken. These changes have necessitated revision of the first edition of the National Supervision Guidelines (NSG) to make them responsive to the current health service’s needs.

With support from the USAID Uganda Health System Strengthening (UHSS) Activity, the Ministry of Health (MoH) has revised the NSG to align them to the comprehensive support supervision strategy.  The support supervision strategy was designed to step-up efforts to support supervision at all levels of health care through improved planning, coordination, and resourcing to enhance the effectiveness and efficiency of support supervision. The revised guidelines focus more efforts to the Community Health Services Departments at the Regional Referral Hospitals (RRHs) to coordinate technical support supervision of the districts. Further, the guidelines focus on compliance with the expected service standards; progress towards attainment of the set targets and recognition and reward of those meeting the targets; prioritizing and addressing gaps on site and improving documentation and follow-up of actions.

The specific objectives of the NSG are:

  1. To strengthen coordination and harmonizing of the delivery of supervision in the health sector in Uganda.
  2. To increase efficiency and effectiveness in the delivery of supervision in the health sector.
  3. To define the support supervision roles and responsibilities at all levels of the health system in Uganda.
  4. To improve planning and implementation of the supervision, monitoring and inspection for the health sector.

There is need to disseminate the NSG at all levels of health care to facilitate their implementation. This will include holding dissemination meetings at the National, regional and district levels as stipulated in the road map for implementation of the NSG

Key activities of the Consultancy:
A consultant will be hired to lead the dissemination process of the NSG at national, regional and district levels. The scope of (SOW) for the consultant will include the following:

  1. Prepare an inception report, work plan and budget for the assignment. These work plan should be aligned to the rollout roadmap.
  2. Work closely with the MoH Directorate of Governance and Regulation to organize the dissemination meetings at national, regional and district levels.
  3. Prepare comprehensive power point slides of the NSG for presentation at the various stakeholder dissemination meetings.
  4. Take lead in the orientation of the stakeholders at national, regional and district levels in the revised NSG. This should be done in collaboration with the MoH Directorate of Governance and Regulation.

Key Deliverables: 
The consultant will be expected to produce the following deliverables, approved by MoH:

  1. Inception report
  2. A presentation (slide deck) to be used in dissemination of the NSG
  3. A Roadmap approved by MOH
  4. A report on national, regional and district consultations

The assignment shall be conducted over a period of 60 days beginning 18th August, 2020.

Required Qualifications:

  • Must hold qualifications in Clinical Medicine, Community Health, and/or Health Education. A post graduate qualification in Public Health is preferred.  
  • Knowledge of the Uganda Health System and process of development of Guidelines, Strategies and Policies.
  • Technical knowledge of support supervision processes, implementation frameworks in the health sector in Uganda.
  • Knowledge of the key stakeholders relevant for this activity and ability to convene meetings for purposes of obtaining comments/sign off document drafts.
  • Excellent formatting and editing skills and ability to quickly address technical and editorial comments made by stakeholders.
  • Experience in carrying out similar assignments will be an added advantage.

Reporting:
The consultant shall report directly to the UHSS Chief of Party with support from the UHSS Governance, Leadership and Accountability team lead. At the Ministry, the consultant will work under the direct supervision of the MoH Assistant Commissioner for Private Sector Coordination. The consultant will be expected to ensure regular and frequent updates on the progress of this scope of work either via email and or in-person meetings with MoH and the UHSS Activity.

Submission guidelines:
All interested parties are required to submit their expressions of interest, a study proposal (see guidelines above), highlighting their experience in conducting studies and work with PPPs, qualifications (CV), names and contacts of three referees and written quotation for completing the deliverables.

Payment for consultancy:
All payments for this consultancy will be made in local Ugandan Shillings (UGX). All payments will be subject to withholding tax as per Republic of Uganda’s taxation policies.  For the payment schedule, please refer to the Table above.
