POSITION SUMMARY:

HIAS seeks a Resettlement Manager, LAC to join the North America Programs department. The Resettlement Manager, LAC will support the Third Country Solutions team and LAC country operations in the implementation and monitoring of programs related to resettlement screening, referral and case preparation. They will facilitate the exchange of best practices throughout HIAS’ LAC operations with resettlement activities, and they will be responsible for demonstrating impact across LAC countries of operation. The position will be a conduit for translating global resettlement standards and change initiatives to the field. Reporting to the Director, Third Country Solutions and working closely with the LAC regional and country office teams, they will support quality assurance of HIAS’ resettlement program and processes, and they will build the capacity of HIAS’ LAC staff and relevant partners. The Resettlement Manager, LAC will lead a mapping exercise in the LAC region, in close coordination with UNHCR Regional Bureau for the Americas, to provide an overview of resettlement activities (including the existing HIAS resettlement portfolio in LAC in partnership with UNHCR) and existing and potential partners in South America and the Caribbean for HIAS’ Third County Solutions programming.

Note, this position will be based in Panama City, Panama, with frequent travel throughout LAC, and at times to insecure operating environments.

ESSENTIAL FUNCTIONS:

  • Supports the quality assurance of global resettlement and complementary pathways referral programs, including through resettlement case review and approval.
  • Contributes to the drafting and implementation of global policies and standard operating procedures (SOPs) related to resettlement and complementary pathways referral programs, to include translating materials into Spanish.
  • Contributes to the capacity building of new resettlement and complementary pathways referral programs and/or staff, including through assisting with global trainings and inter-office training and learning.
  • Coordinates the exchange, documentation and dissemination of best practices and lessons learned with internal and external stakeholders.
  • Establishes and maintains an internal network of resettlement professionals in the LAC region to ensure cross-office learning and knowledge transfer.
  • Supports the Director, Third Country Solutions in the implementation of resettlement referral and complementary pathway programs with country office teams.
  • Supports the coordination of a mapping of potential referral partners, including developing criteria and processes for identification, screening and vetting of partners.
  • Supports the Director, Third Country Solutions and the Program Specialist, Third Country Solutions in developing training plans for HIAS’ country offices and partners, and coordinates with consortium partners to harmonize tools and translate tools into Spanish.
  • Supports the review of resettlement programs during evaluation phases.
  • Provides hands-on technical support to HIAS resettlement staff, including reviewing individual resettlement referrals, tracking cases referred directly to third countries and working with global offices to ensure referral targets are met.
  • Liaises with the UNHCR Resettlement Unit at the Panama UNHCR Regional Bureau for the Americas, in close coordination with the HIAS’ Regional Director, LAC.
  • Liaises with other technical staff supporting other sectors (Mental Health & Psychosocial Support, Gender & GBV, Economic Inclusion) to mainstream resettlement and complementary pathways best practices into their approaches and strategies, where relevant.
  • Upholds programmatic integrity by guarding against fraud and any other misconduct.
  • Incorporates community empowerment, inclusion and an equity lens into the design and implementation of all programs and policies.
  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree in a relevant field; graduate degree a plus.
  • 6+ years of field-based experience in resettlement required.
  • Fluency in both English and Spanish required.
  • Relevant experience carrying out needs assessments, mappings, program evaluation or similar activities.
  • Collaborative, flexible team player with the ability to think creatively, logically and critically about solutions to gaps in resettlement programming.
  • Excellent interpersonal, written and oral communication skills, including the ability to regularly communicate with, motivate and support field-based staff, as well as effectively communicate key program achievements and operational challenges.
  • Lived experiences of forced displacement will bring a valuable perspective.
  • Experience designing and implementing legal and/or resettlement programs in an emergency context, with expertise in gender and other protection implications.
  • Excellent organizational and problem-solving skills.
  • Ability to travel up to 30% of the time.
  • Ability to deploy to emergencies if needed.
