The Program

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) finances quality, climate resilient infrastructure projects in the Pacific and Timor-Leste. The Facility partners with governments, as well as the private sector, to design high-impact, energy, water, transport, telecommunications and other key infrastructure projects. All projects focus on high-quality investments with robust social and environmental safeguards to maximise development outcomes.

The AIFFP is managed by the Department of Foreign Affairs and Trade, with support from Tetra Tech (the Support Unit). The AIFFP Support Unit provides advice and services to support the delivery of the AIFFP and its objectives.

The Position

We are looking for a Financial Management Specialist to join our team and provide financial management assurance for AIFFP-financed operations across the pacific region. In this role, you will collaborate with members of the Energy Projects Office based in Port Moresby, as well as colleagues from the AIFFP and AIFFP SU in Australia. In this role you will:

  • Work closely with government personnel and consultants to oversee project finances.
  • Provide support and guidance to the Tetra Tech Support Unit, ensuring that they comply with all relevant financial and operational rules and procedures.
  • Guide project staff on financial matters, ensuring that projects are compliant with accounting standards like IFRS. Additionally, you’ll be responsible for educating project teams and authorities on AIFFP processes.
  • Review financial reports and audited annual statements, and providing advice to AIFFP on any issues that arise.

The Person

The ideal candidate will have experience in the following responsibilities:

  • Actively engage with the personnel of the government authority relevant to projects, as well as the appointed consultant, in all matters pertaining to project finances.
  • Provide ongoing support and guidance to the Tetra Tech Support Unit, particularly the Port Moresby Team, in complying with AIFFP, Tetra Tech and other applicable financial and operational rules and procedures.
  • Provide leadership, guidance and mentoring on FM related aspects to project staff.
  • Provide oversight and guidance of the financial aspects of projects, including relevant accounting standards (e.g., International Financial Reporting Standards (IFRS)) compliance.
  • Review all financial records of expenses incurred during the project, both from the relevant authority and the contractor, and verify that procurement processes are correctly followed.
