Essential

  • Proven track record, with at least five years of project management experience on relevant program experience in advocacy, campaigns, and influencing work supporting climate change, disaster risk reduction, energy transition and other related discipline.
  • With solid and significant multi-year experience in managing a team of more than five people/staff as direct report and demonstrate effective people management
  • In depth understanding of and extensive work experience in Energy Transition and or Resilience programming in the Philippines.
  • Demonstrated competencies in project management cycle, especially in areas of monitoring and learning, financial management of budgets and donor report-writing.
  • Significant experience of and proven ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations including government agencies, CSOs, NGOs, and private sector institutions.
  • Strong interpersonal skills and a highly-developed ability to work in multicultural settings and with community groups of varying backgrounds; developed capacity for tact, diplomacy and negotiation.
  • High level of influencing skills with proven ability to establish credibility at all levels.
  • Mature understanding of transformation derived from direct experience in a development and/or humanitarian context.
  • Experience in leading successful capacity development initiatives across partner organizations
  • Demonstrated commitment to mainstreaming gender and diversity equity issues as well as a commitment to neutrality and impartiality.
  • Demonstrated ability to act as a behavioral role model across the organization with regard to working in partnership.
  • Organized, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines and organize work in a complex institutional setting.
  • Demonstrated ability to work independently, creatively, innovatively and effectively within teams (sometimes multi-cultural) and agreed framework, as an individual that requires less to no supervision.
  • Excellent communication skills with fluency in written and oral English and Filipino.
  • Proven experience of using basic MS office application (Word, Excel, Access and PowerPoint).

Desirable

  • Degree in Social Science; Public management, gender and women’s studies, development, social policy, or related discipline.
  • Experience of working with disaster affected populations in the Philippines will be an advantage.
  • Experience of community-based projects will be an advantage.
  • Experience in management of funds and grants to national organizations will be an advantage.
  • In-depth understanding of the political, socio-economic, and environmental context of marginalized, communities will be an advantage.
  • Knowledge in Do-No-Harm principles and conflict sensitivity
  • Proficiency in facilitating and documenting meetings
  • Proficiency in People Soft tools for project management
  • Experience in basic capacity development initiatives across partner organizations.

Project Management

  • Overall responsible for the strategic development, implementation and harvesting of lessons and evidences for impactful programming of Just energy Transition projects aligned to Resilience portfolio strategies
  • Lead with full responsibility the effective partnerships and project management across the entire project life cycle of the JET projects. Ensure that program implementation is done to achieve greatest impact possible in a cost effective, consultative, participative and gender responsive way.
  • Oversee development and implementation of the project monitoring, evaluation, assessment and learning systems
  • Acts as central point of contact, and coordinate and manage all relations, activities and communications of JET projects.
  • Provide oversight to contract management and budget holding for designated projects to ensure that all expenditure is according to approved contracts and budget forecast; review spending against system-wide budget and recommend changes and corrections in project information, budget forecasts, etc; ensures that all project financial transactions and documentation comply with Oxfam policy, procedure and minimum standards; with relevant colleagues, in a timely way, take remedial action as necessary to manage financial risk and ensure grants to partners complies with Oxfam’s mandatory procedures on appraisals, partner selection, monitoring, reporting and project closures.
  • Leads in compliance with all organizational and donor requirements, producing narrative and financial reports for projects under remit, and collaborates with relevant colleagues, technical advisors, program quality, and business development functions to ensure timely submission of high-quality reporting that complies with donor requirements.
  • Ensures that proper administration and logistics systems and procedures are followed in all relevant activities of the program and project.
  • Conducts Project Management and Steering Committee meetings and see through the implementation of agreed action points of the Project Management Committee.
  • Coordinates with the Policy advocacy campaigns team to ensure that policy positions and advocacy actions are in line with strategic program work. Ensures that communication strategies and activities of the project are in line with Oxfam’s procedures.
  • With support from MELSA Officer and close coordination with the MELSA Team, lead in the conduct of Learning reviews as planned and ensure timely completion of MOVs as required
  • With support from MELSA team, steer development of knowledge products (i.e. research, learning briefs, policy paper, video) to share lessons on project implementation and continuously identify range of potential opportunities to innovate and improve JET current programs.
