About the Education Pathways to Peace in Mindanao (Pathways) Program

Education Pathways to Peace in Mindanao (Pathways) is a Philippines-Australia partnership supporting quality inclusive kindergarten to grade 3 education for all children in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.

Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.

Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI).

The program’s base of operations is in Cotabato City and covers all five provinces of BARMM.

About the position 

The Program Officer will provide efficient and effective on-the-ground support towards implementing the Pathways portfolio of activities across the BARMM as outlined in its Annual Work Plans. The position will support and work across two to three thematic areas which may include and are subject to change: Institutional Strengthening; Inclusive Education System; Learner Access & Equity; Teacher Development; Curriculum, Learning & Delivery; Policy and Legal Framework. The position will assist in the delivery of activities targeted towards building and strengthening the capacity of MBHTE and other BARMM education stakeholders in agreed technical areas.

In addition, the Program Officer will support the effective integration of critical cross-cutting issues including gender equity, social inclusion and peace building in Pathways’ work as it relates to the assigned technical areas.

Primary Duties and Responsibilities:

The responsibilities of the project employee may involve contact and working with children or young people.

The key responsibilities of the position include, but are not limited to:

  • Assist in preparing quality activity designs of activities, programs, and projects that are linked to Pathways’ program goals, end-of-program outcomes, and approved annual plan;
  • Support in organising activities, which may include coordination and liaising with program partners and stakeholders, technical support in managing the day-to-day operations of activities/program, documentation of the proceedings, budgeting, and drafting of activity accomplishment reports;
  • Support the MEARL team in its monitoring activities, which may include providing technical support to surveys, key informant interviews, focus group discussions, and gathering of data and information;
  • Provide support in building the capacity of stakeholders in the areas of curriculum, learning, and delivery, teacher development and monitoring and evaluation;
  • Provide support to the drafting of annual work plan and six-monthly progress report;
  • Provide support in conducting the Quarterly Strategy Reviews, reflection and knowledge sharing sessions;
  • Gradually take on leadership within technical areas of Pathways programming;
  • Extend support to other technical areas beyond the agreed technical focus areas on a need-basis; and
  • Other duties as may reasonably be required by the Deputy Team Leader – Programs consistent with the incumbent’s qualifications and experience.

Required Qualifications:

The Program Officer should have the following qualifications and experience:

  • Qualifications in education, public administration, community development, anthropology, development studies or any other relevant field;
  • Working experience in the areas of institutional capacity development in basic education sector or an educational development project, preferably with early grades education (K-3); experience in any of the technical areas mentioned above is an advantage;
  • Good knowledge and understanding of the education sector; and the Mindanao and BARMM contexts;
  • Excellent interpersonal skills and has ability to work effectively with others in a cross-cultural and fragile environment;
  • Excellent written and oral communication skills in English and Tagalog; Proficiency in local languages in the Bangsamoro Region is an advantage;
  • Proficiency in Microsoft Word, Excel and Office;
  • Excellent coordination, liaising, and events organising skills; and
