Reporting to the Deputy Country Director for Programmes, the Country Programme Manager – Disaster Resilience has thematic expertise in disaster risk reduction and resilience and will lead all related technical business development and ensures quality implementation with frequent field deployment to the relevant response.

The scope of the role includes the following:

  • Responsible for providing timely and continuous leadership and support to ensure technical soundness at all stages and levels of the program and project cycles. This includes concept and proposal development, start-up and implementation management, and monitoring and evaluation of the overall Country Programme Strategy for Disaster Resilience and all projects and initiatives it covers.
  • Will represent Plan International Philippines with donors, partners, and other stakeholders through inter-agency networks, working groups, and other national and sub-national level meetings.
  • Build relationships and play a leadership role in Plan’s global and regional Disaster Risk Management (DRM) networks, and promote the sharing of Plan International Philippines’ good practice across the global organization.
  • Provide integral support to Plan’s humanitarian efforts and disaster response, including being deployed for short or longer-term emergency response activities and serving as Emergency Response Manager as needed.

The Person

  • University degree in a related field.
  • At least ten (10) years’ experience in development or humanitarian work in a technical capacity on Disaster Resilience or its components (Disaster Risk Reduction & Management, Climate Change Adaptation, Peacebuilding, Urban Resilience, and Innovation Programming).
  • Has at least six (6) years’ or program/project management experience.
  • Has experience and training in a rights-based approach to development, project proposal development, project management, humanitarian response, and designing training.
  • Has expert knowledge and experience in resource mobilization, including proposal design, logical framework, and overall project cycle.
  • Is able to demonstrate self-confidence, maintain effective functioning and self-control even under pressure, demonstrate responsibility and trustworthiness, openness to new ideas, and effect changes for improvement.
  • A good communicator, both in writing and spoken communications.
  • Experience working in an international environment or international development/humanitarian organization is desirable.
  • Must be currently eligible to work in the Philippines. Local applicants preferred.
