Background

Oxfam is looking for a Proposal Writer to help write-up and consolidate the Final Project Proposal submission on Women-lead Mangrove rehabilitation project, Women Investing in Nature-based Solutions (WoMan) WINS) to be submitted to the Global EbA on 28th April 2023. The consultant / writer will be mainly responsible for writing and consolidating input from the team under the guidance of Resilience Portfolio Manager and Partnerships and Business Development Officer.

The Global EbA Fund, is a funding mechanism for catalytic and innovative projects that aim to create enabling environments for the implementation of Ecosystem-based Adaptation (EbA) to the impacts of climate change. The fund is guided by the following Strategic Objectives:

1. To build awareness and understanding of the critical role of natural assets in underpinning resilience, expand the knowledge and evidence base to help make the case for working with people and nature, and enhance institutional capacities for mainstreaming EbA into national plans and policy frameworks and vertical integration and alignment of EbA across sectors.

2. To address planning and other governance gaps in policy and regulatory environments to increase the attractiveness and feasibility of using and upscaling ecosystem-based approaches for climate change adaptation.

3. To expand access to sustainable short- and long-term finance mechanisms for applying and scaling up ecosystem-based approaches for climate change adaptation, including the incentivisation of private sector investment in EbA and reducing EbA’s dependence on high management capacity and continuous financial input.

The Global EbA also has the following pillars:

    • Working through the value chain perspective of a sector or commodity to identify hotspots and entry points for change to ensure the adoption of EbA and incentivize private sector collaboration.

 For Oxfam Pilipinas the Global EbA opportunity is a timely funding opportunity as we are looking to strenghten fund sourcing to support our Resilience portfolio for the following thematic priorities: climate justice and adaptation work, grounding in nature based solutions for climate and community resilience; and with the focus on women self-help groups it also supports women’s leadership in climate and DRR. The project will provide support to Eastern Visayas as an area that Oxfam Pilipinas commits to given its vulnerability energy poverty and constant and cyclic experience of natural disasters that deepens poverty and inequality in the region.

Scope of Work

Specifically, the consultant is expected to:

1. Draft, revise and finalize the project narrative proposal and logical framework based on agreed strategies, logic of the intervention as discussed by the project partners and deadlines set by Oxfam. Revisions should incorporate comments from Oxfam and relevant partners.

2. Consolidate contribution of project partners into the narrative and logical intervention.

3. Actively participate and provide inputs during project design and proposal development meetings with the Resilience Team.

4. Work with relevant Oxfam staff on additional research / reference materials need for the final project proposal.

5. Discuss and agree with Resilience Portfolio Manager and Partnerships and Business Development Officer for key deadlines for proposal development.

Qualifications

1. Familiarity with Global EbA proposal format.

2. Proven track record in writing proposals for funding from donors and other funding institutions.

3. Excellent verbal and written communication skills.

4. Good facilitation and interpersonal skills.

5. Working knowledge of  civil society engagement, voice and participation of marginalised sectors especially. women and the youth, accountable governance, active citizenship, women’s economic empowerment, climate change adaptation and nature based solutions and social accountability

6. Ability to work with various stakeholders and partners in compressed timelines.
