MONITORING, EVALUATION, RESEARCH AND LEARNING (MERL) OFFICER

The Monitoring, Evaluation, Research, and Learning (MERL) Officer leads the implementation of quality monitoring, evaluation, research and learning (MERL) across all programs and influences work both development and humanitarian contexts.

 

Responsibilities:

  • Develop the monitoring and evaluation (M&E) framework for relevant projects within their assigned program areas.
  • Develop the terms of reference (TOR) for any evaluation research in their assigned program areas.
  • Develop and test the tools needed for data collection.
  • Identify and cost all resources needed to implement the Program area MERL activities.
  • Establish feedback mechanisms to capture, store and respond to feedback from the community and project participants.
  • Develop recommendations for projects/ program/ strategy or broader operations.
  • This assignment is for one year.

 

Qualifications:

  • Graduate of Social Science, Statistics, Social Work, Community Development, or other related courses.
  • Relevant knowledge on participatory, gender-sensitive, and inclusive MERL approaches and methodologies with adults and children.
  • Highly familiar with the use of the Theory of Change approach and implications for MERL.
  • Skills related to quantitative and qualitative data collection, are highly desirable.
  • Has the ability to analyze, synthesize, and draw out conclusions and learning from M&E data and processes.
  • Related work experience of at least five (5) years in development work.
  • Has at least three (3) years’ experience in conducting research, planning, developing, and managing community development work-related projects.
  • Has good verbal and written communication skills.
  • This role is based within the Eastern Visayas region, Philippines. Local applicants are preferred.
