Context :

Under the overall supervision of the Regional Director and the direct supervision of the Chief of Mission (CoM) in Democratic Republic of Congo , the successful candidate will be responsible for the coordination and implementation of a counter-trafficking project in coordination with the regional thematic specialist based in Pretoria.

Core Functions / Responsibilities :

  1. Schedule, implement, monitor and evaluate the administrative and operational activities of the programme in close coordination with the relevant units ;
  2. Ensure timely and effective implementation of the programme’s activities with respective implementing partners, in accordance with the project proposal and other relevant project documents ;
  3. Draft periodic reports for the donor on programme delivery, including interim and final reports to donors on budgetary expenditure and results, in coordination with the government and Non-Governmental Organization (NGOs). Provide regular input to the reporting unit for donor updates, donor reports, newsletters, etc. as needed ;
  4. Contribute to the design of and maintain all information management tools required to track service delivery and identify gaps, including reports, mapping, spreadsheets, and others as required ;
  5. Maintain regular liaison and consult with government counterparts, United Nations agencies and other partners on programme implementation strategies and policies at the country level ;
  6. Encourage cooperation and dialogue with all development partners to facilitate a coordinated approach to programme implementation ;
  7. Research new programme/project possibilities consistent with expressed government needs, provide inputs and information for the development of proposals and follow up on submissions to donors ;
  8. Participate in meetings organized in the framework of the programme, including donor briefings, visits to project sites and media presentations ;
  9. Monitor the budget and propose corrective measures in coordination with the Mission’s Resources Management Officer (RMO) and the CoM ;
  10. Ensure proper documentation of the programme data, including reporting to concerned departments on programme activities. Organize the collection, processing and analyses of programme data and ensure a systematic approach in data handling ;
  11. Check that cross-cutting issues such as gender and vulnerable groups in the programme are integrated into and considered during the programme response ;
  12. Perform any other duties as may be assigned.

Required Qualifications and Experience :

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/ or Law from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • Experience in project implementation, administration and government relations ;
  • Experience in the field of migration issues, counter-trafficking, irregular migration, operational and field experience, and project management ;
  • Demonstrated expertise in the thematic area relevant to counter-trafficking ;
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs ;
  • Knowledge of monitoring and evaluation ;
  • Experience of regional issues a distinct advantage.

Languages

  • IOM’s official languages are English, French, and Spanish ;
  • For this position, fluency in French and working knowledge of English is required (oral and written). Working knowledge of Swahili or Spanish is an advantage ;
