Context :

DanChurchAid’s (DCA) is looking for a Protection Programme Manager to join our team of humanitarian and mine action experts in DR Congo. As the new Protection Programme Manager, your main responsibility will be the overall management of the Protection Programme in the DCA DR Congo Country Programme. You will be responsible for the development, implementation and reporting on activities, as well as the training and capacity building of national staff. The Protection Programme Manager is stationed in Katwe/Bwito and reports to the Head of Programmes in Bukavu.

 

The DCA DR Congo Country Programme :

DCA aims to protect vulnerable communities in DR Congo, and contributes to efforts to improve stability, by addressing and mitigating the consequences of conflict and displacement. We clear explosive remnants of war, and assist communities affected by conflict and displacement by addressing protection needs and ensuring access to improved educational opportunities.

 

Main Responsibilities :

Project Implementation :

  • Responsible for the management and implementation of protection activities through all phases of the project cycle, from planning project activities, monitoring progress and budgets, to timely achievement of project milestones and reporting on project results ;
  • Develop and maintain a database of project outputs, activities and achieved results to provide information for both internal and external reporting ;
  • Ensure timely procurement and smooth operational support in the field through close coordination with the Logistics Department, and provision of necessary program inputs (including regular updates of the project procurement plan, technical inputs for procurement, purchase requests, etc.) ;
  • Plan relevant activities and coordinate with the field teams on feedback and planning, supervise and monitor the activities and report on the outputs and implementation details ;
  • Supervise field teams and build their capacity to ensure progress against plans, timely reporting of outputs and challenges, and liaison with local partners and communities. Ensure that main programmatic decisions and plans are being communicated to the field teams in a timely manner ;
  • In coordination with the Head of Programmes, lead development and implementation of rigorous control mechanisms to ensure compliance with internal and donor requirements (procurement, approvals, and accountability and anti-fraud mechanisms) ;
  • Strive for continuous improvement of quality of the Protection programme by collecting, strengthening and sharing know-how and best practice internally ;
  • Through close monitoring of the context, develop approaches and activities which ensure promotion of the “Do No Harm” principles.

Human Resource Management :

  • Provide day-to-day support to, and coordination and mentoring of field teams in relation to Protection ;
  • Manage the project team (allocate tasks and monitor their completion) and mentor and support their development ;
  • Support the recruitment of new protection staff through contribution to the development of TORs, testing and interviewing of candidates.

Coordination :

  • Planning and participation in regular status meetings with the field teams ;
  • Coordination with all other DCA Programme and M&E departments on assessments, analysis, procedures and implementation.

Grant Development / Reporting :

  • Ensure timely reporting from the field, check reporting from field level for quality, accuracy, and consistency with internal and donor reporting requirements, and provide feedback to field teams for improvements as necessary ;
  • In cooperation with line manager, ensure that expected project results, outputs and outcomes are monitored and met within the project timeframes ;
  • Coordinate with the field team for accurate data collection, compile and develop input for donor reports ;
  • Summarize and share weekly updates regarding the activities allocated with the Head of Programmes ;
  • Update monthly situation report and Grant performance Tracker.

Other :

  • Other tasks assigned by the Head of Programme corresponding to actual needs of the programmes, and projects
  • Substitute relevant colleagues (fully or partially) during their absence when assigned by Head of Programme
  • Understand and adhere to DCA’s Code of Conduct, DCA Key Policies and relevant guidelines.

Expériences / Formation :

Knowledge, Skills, Abilities :

  • Bachelor’s in Psychology or any relevant sector ;
  • At least 5 years of working experience with NGO on Protection sectors ;
  • Very Good knowledge of project cycle management ;
  • Proven interest & commitment to humanitarian and development principles and a demonstrable understanding of conflict/post conflict development contexts ;
  • Experience in data collection, analysis, and report writing ;
  • Experience in designing and conducting training on Protection issues especially in the areas of human rights, gender mainstreaming, SGBV ;
  • Ability to plan, organize work, communicate and reports effectively (both in writing and verbally) ;
  • Proven ability to prioritize tasks and meet deadlines ;
  • Team player, effective communicator, successful negotiator, creative and analytical thinker, active learner, able to work in a multicultural environment ;
  • Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships ;
  • Experience in management of multicultural teams in complex settings ;
  • The position requires ability and willingness to travel to field sites within DRC. 

Essential / Preferred :

  • Knowledge & Skills of writing proposals and contribute to organizing need assessment for protection issues ;
  • Demonstrated ability to transfer knowledge through informal and formal training (essential) ;
  • Familiarity with the humanitarian context in the DRC (preferable) ;
  • Experience of working in complex and volatile contexts (preferable) ;
  • Experience in budget management and reporting ;
  • Experience of managing staff, preferably through remote management ;
  • Strong critical analysis and problem-solving skills ;
  • Fluency in English and French – both written and verbal ;
  • Strong interpersonal skills and the ability to work in a team (essential) ;
  • Good organizational and time management skills (essential) ;
  • Computer proficiency in word processing, Power Point, Outlook and Excel ;
  • Understanding of Swahili is a plus.

Salaire :

  • A one-year renewable contract starting as soon as possible ;
  • Non-family posting based in Katwe/Bwito with 50% in-country travel ;

Terms and conditions are according to Handbook for DCA expatriate personnel, Non-Family postings. This position is subject to funding and the monthly package (including pension and hardship allowance) is DKK 38,362.
