La GIZ recrute un(e) Conseiller en gestion des risques de sécurité basé en République Dominicaine.

 

 

 

 

Tasks/Responsibilities

  • Work in close cooperation and under the direct guidance of the GIZ Country Director.
  • Advise Country Director and Senior Management on risk mitigation and security measures.
  • Liaise and exchange with security focal points in the Caribbean portfolio, comprising Haiti, St. Lucia, Barbados, Grenada, and/or other portfolio countries, on security developments and implementation of security risk management procedures.
  • Drive the continued development, implementation, and proactive refinement of general and risk specific crisis and emergency management plans, concepts, processes, and the Standard Operational Procedures (SOPs) for Security Management.
  • Develop, implement, and maintain information management and situational awareness products and concepts.
  • Maintain and manage the GIZ Crisis Communications System.
  • Conduct risk assessments, contingency planning, and security analysis.
  • Conduct security site assessments of office premises, project implementation areas and other relevant sites.
  • Provide security and safety as well as travel advice to GIZ management and programs.
  • Develop and regularly update GIZ security handbooks and other security documentation.
  • Take a coordination role during crisis situations.
  • Advise and support the GIZ senior management during crisis situations.
  • Conduct security briefings for staff members and consultants.
  • Establish and maintain a security network of relevant actors, including local and national authorities, the German Embassy as well as (I)NGOs, security forces etc.
  • Create, manage, and maintain risk management relevant data.
  • Ensure that the security risk management in the country follows the binding rules and regulations of GIZ.
  • Foster a good working relationship and cooperation with key stakeholders at GIZ HQ (including the Corporate Security Unit and COPE) and other relevant GIZ offices

Profile requires

Qualifications:

  • University degree in a relevant subject[s] ideally with security risk management;
  • At least 5 years of documented security risk management related experience in the region, ideally in a development or humanitarian setting.;
  • Additional trainings and experience in security risk and emergency management, counter terrorism, facility protection, health etc. are desirable;
  • Previous management experience with other International Organizations will be an added advantage;
  • Must be a National Citizen and/or holder and/ or a national residency or work permission in Dominican Republic

Professional Experience and required competences

  • Excellent writing and communication skills in Spanish and English; German language skills are considered an asset.
  • Proactive and creative Team Player.
  • Very good analytical skills and the ability to create, convey and implement new concepts, ideas, systems, and processes in an already established multicultural environment, also under difficult circumstances to a wide and diverse audience.
  • Practical/applied crisis management experience.
  • Expert knowledge of security situation and natural hazards in the Caribbean region.
  • Access to security risk management relevant national, regional, and international networks.
  • Able to work autonomously with little guidance and ability to make sound, rational decisions in critical situations.
  • Reliable and discreet.
  • Experienced knowledge manager.
  • Solid knowledge and understanding of development/humanitarian work and international organizations.
  • Very good MS Office skills. Knowledge of digital incident management and geographic information systems are an advantage.
  • Able to work under pressure and at odd hours.
  • Willingness to regularly travel within the region, possibly at short notice.
