The Government of Rwanda has received funds (Grant) from the African Development Bank, acting for the EU-Africa Infrastructure Trust Fund (EI-AITF), toward the cost of “Pipeline Road Project Studies”, as a component of the Multinational: Uganda/Rwanda: Busega – Mpigi and Kagitumba-Kayonza – Rusumo Roads Project, and intends to apply part of this grant to cover eligible payments for the Consulting Services to support the transport sector: “Feasibility study and detailed engineering design for upgrading works of Karongi-Gitwe-Nyanza and Gitwe-Ruhango road (±86 Km)”.

The services included under this project are the Consulting Services for a feasibility, technical and economic studies and detailed engineering design and preparation of tender documents for Construction and asphalting of Karongi-Gitwe-Nyanza and Gitwe-Ruhango road (±86 Km). The Services will also include carrying out Environmental and Social Impact Assessment (ESIA), preparation of the Resettlement Action Plan (RAP). The consultant firm will be selected in accordance with the Quality and Cost Based Selection (QCBS). The duration of studies is of Ten (10) months.

Rwanda Transport Development Agency (RTDA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (completion certificates, firm brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants may associate with other firms in the form of joint-ventures or a sub-consultancy to enhance their capacity and qualifications. The nature of association, whether a joint-venture or a sub-consultancy should be mentioned. In case of joint-venture, the firm leading the joint-venture should be mentioned. Joint-venture partners must be jointly and severally liable. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
