Job Summary:

Under the leadership of the Head Trade Policy Development, the Senior Technical Specialist – Trade will influence the Trade policy sector strategies to support the mandate under the Revised Treaty of Basseterre for the Economic Union. The Technical Specialist will develop and support the implementation of policies and programs that stimulate and harmonize trade policy whilst enhancing its economic impact. The role will be responsible for creating an environment of trust, open communication and innovative thinking in which teams can be developed and engaged.

The major elements of work are as follows:

  • Develop and review the trade policies, plans and strategies of OECS Member States with a view of recommending areas for development of common approaches to trade in the OECS, including the progressive harmonization of trade and trade-related policies.
  • Lead in monitoring and advising stakeholders on trade industry performance and other trends at the OECS member states, regional and international levels, to inform the development and refinement of trade policy in the OECS and wider CSME.
  • Undertake research and analysis on the OECS trade, including its sub-sectors and ancillary services to identify strengths, weaknesses and opportunities for future growth and development.
  • Prepare technical briefs and reports on regional trade developments, opportunities and initiatives for the attention of the organs of the organisation.
  • Create and execute mechanisms for monitoring and evaluation of trade agreements.
  • Collaborate with the OECS Competitive Business Unit (CBU’s) to improve the business development ecosystem in OECS member states in the trade sector.
  • Contribute towards the advocacy and communication on the work of the Commission in relation to dissemination of information on the objectives, purposes and results of Trade policy support to OECS Member States.
  • Provide advisory and business counselling services to OECS Member States, clients and stakeholders on trade policy issues.
  • Network with senior OECS officials in the trade arena to assist in the development of common trade policy positions geared toward achieving the goals and objectives of the Revised Treaties of Basseterre and Chaguaramas.
  • Organize and participate in technical working group meetings of OECS public and private sector stakeholders.
  • Monitor and analyse general and specific developments within assigned negotiating theatres and coordinate the development of common negotiating
    positions to advance the strategic interests and priorities of OECS public and private sector stakeholders.
  • Plan and execute special trade initiatives undertaken by the Commission.
  • Participate in regional and international meetings on trade and trade-related matters and as required, coordinate and /or prepare common OECS positions at these meetings.
  • Prepare terms of references and concept notes for the procurement of services.
  • Manage consultants to ensure delivery of the scope of works within the specified timeframe and prescribed quality.
  • Build and maintain networks with key internal stakeholders to advance the work of the Commission.
  • Partner with the Project Management Office to lead the successful delivery of projects.
  • Contribute to the formulation and execution of the Unit’s annual work plans that are aligned with the Commission’s strategic goals.
  • Work closely with the OECS Project Management Unit to ensure that the Unit incorporates M&E results and lessons learnt in its operations.
  • Carry out other such related duties as may be required from time to time by the Head Trade Policy Development.

Experience and Knowledge:

  • A Masters degree in International Trade or related field
  • Advanced Technical expertise and experience of the trade policy and knowledge of SME development issues (at least 5 years)
  • Ability to work as a multi-disciplinary and multi-cultural team
  • Experience and skills in the Microsoft Suite of programmes, (including Microsoft PowerPoint, Projects, MS Excel, Word) and database programmes
  • Able to apply project management techniques
  • Ability to foster relationships with key partners within and outside the Commission
  • Excellent written and verbal communication skills across multiple levels
  • Ability to challenge and influence at all levels
  • Ability to apply expert knowledge and broad understanding of multiple disciplines within technical space
  • Expert in diplomacy and international relations
  • Strong negotiation and decision-making skills.

The OECS Commission is headquartered in Castries, Saint Lucia. The position of Senior Technical Specialist- Trade is stationed at the OECS Commission headquarters. All nationals of OECS Member States: Antigua and Barbuda, Commonwealth of Dominica, Grenada, Montserrat, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Anguilla, The British Virgin Islands, Martinique, and Guadeloupe are encouraged to apply.

         Benefits

The position is on a fixed-term establishment. Salary will be commensurate with qualifications and experience, and exempt from income taxes. In addition to the basic salary, this post attracts allowances.
