Médecins Sans Frontières (MSF) is an international medical humanitarian organization founded in 1971 that provides impartial humanitarian assistance in more than 70 countries to populations in distress, victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of religion, creed or political affiliation.

Organisational Setting and Reporting

OCG Legal unit is under the hierarchical supervision of OCG Deputy Director of Operations, and under the functional supervision of the Director of the Intersectional Legal Department (ILD).

Mission

Responsibilities

Acting as a member of the ILD, the Flex Legal Advisor works in an integrated way with other legal advisors to ensure that MSF receives quality and harmonised support, whilst capitalizing specialized legal expertise and experience. Based on a geaographical division, s/he will work in close collaboration with the other legal advisor in charge of the same topics. The position based in Dakar has a primary focus on West and Central Africa countries, with a possibility to extend to other countries depending on the workload.

Under the supervision of the Legal Coordinator & Advisor, s/he will spend time between field visits (50%) and Dakar Office presence (50%) and is responsible to provide legal support to the field on registration, MOU, Taxes audits + litigation, Finance, and commercial contracts.

Description of main activities:

Support to Field Missions

Disseminate and train teams on legal guidelines, templates and policies

Support missions in the legal risk management relating to: registration, project MOUs, taxation, powers of attorney, finance

Legal analysis and support of pre/litigation cases on tax matters: definition of legal strategies, follow-up of cases

Review commercial contracts

Participate in the selection and assessment of lawyers/ law firm in mission countries

Issue recommendations and ensure close follow-up with field missions

Briefing / debriefing of HoM, HRCo, FinCo, LogCo, Supply of priority countries

In collaboration with the ILD, conduct trainings

 Participation in the ILD

Fill out the activity report of the legal department

Active member of the intersectional working groups

Participation in the development and implementation of new guidelines, templates, policies

Professional skills

Education:

An advanced university degree in law (Master’s degree or equivalent), with a focus on private or comparative national and international law.

Experience:

Minimum 3 year’s professional experience

Skills/ Technical competencies:

 Knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents.

Knowledge of various legal research sources, including electronic, and ability to conduct research and analyse information on a wide range of legal issues.

Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely.

Ability to popularise legal information into operational language

IT user skills

Languages:

French and English (spoken and written)

Qualities

Conscientious and efficient in meeting commitments, observing deadlines and achieving results.

Communication skills: Speaks and writes clearly and effectively; listens to others, correctly understand messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication

Ability to set priorities and organisational skills: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments

Adaptability to different legal systems

Position’s specificities

According to the MSF-Senegal salary grid with similar previous experiences taking in account. An estimation of the net monthly amount for a single without children based on the legislation in force in Senegal on the day of the proposal, is available on request.

Other elements :

A contribution of 5% (gross monthly salary + monthly travel allowance + monthly career enhancement bonus) to a supplementary pension system

For children aged 3 to 18, a maximum annual contribution equivalent to 1,800 euros per year and per child

Health coverage and insurance of the Family,

In the event of death or disability of the employee.

And for people recruited while they are resident outside of Senegal, support for moving and settling in Dakar: Plane tickets to and from Dakar for employees and their families.

At the beginning of the contract, installation package: €2,500 for a single and €3,500 for a family. The employee is responsible for all other accommodation costs.

Temporary accommodation for 1 month in MSF GH, or if needed, 600 € / month of rent for a single person and 900 € / month for a family within the limit of one month all charges included.

And at the ending of the contract, moving package capped at €2,000 for a single person and €3,000 for a family, reimbursed on estimate/receipt.

Type of contract: Open ended contract (CDI) under Senegalese law, with a trial period of 3 months renewable once,
