.The Government of Sierra Leone has received a blend of loan and grants totaling UA 26.76 million (USD 37.22 million) from the African Development Fund(ADF), Rural Water Supply and Sanitation Initiative Trust Fund (RWSSI-TF), Global Environmental Facility (GEF) and Department for International Development (DFID-UK) to finance the cost of Rural Water Supply and Sanitation Project. The Project was designed to respond to priority needs that, besides increasing water supply and sanitation coverage, will involve capacity building to empower rural youth, women and men, strengthen national and local-level institutions, recognizing the value of residual local capabilities and resources for effective sector coordination and management. It is intended that part of the proceeds of this loan and grants will be applied to eligible payments under the contract for the Consultancy Services for Assessment of outputs and immediate outcomes of RWSSP.

The objective of the assignment is to conduct independent assessment to verify the level of achievement of reported project outputs and immediate outcomes in line with the results Based Logical Framework. The assessment shall be undertaken in all 5(five) project districts of Pujehun, Bonthe, Konaidugu/Falaba, Kono and Kambia.

The sub-objectives include :

  1. Collection of primary data and assessment of the status of completion and functionality of the infrastructure (all outputs under Component 1 of the Log frame) ;
  2. Collection of primary data and assessment of the reported impact of the NGOs community capacity building activities (Component 3 of the Log Frame) ;
  3. Development of recommendations and measures to address the gaps identified.

The consultant/firm shall undertake the independent assessment by utilizing best practice, innovation and required technical expertise.

The Sierra Leone Water Company (SALWACO) now invites suitably experienced firms/NGOs or joint-ventures between them to indicate their interest in providing the services. Interested parties should provide information demonstrating that they have the requisite qualifications and relevant work experience to perform the required services. All members of the assessment team should possess a minimum of five Years progressive experience in water and sanitation related activities and management that is specific to their areas of specialization. They should have post conflict past experience and able to work in challenging circumstances, independently and as part of a team. They should be self-motivated professionals with ability to work with minimum supervision. Experience in Sub-Saharan Africa is a requirement. Working experience with public sector institution, including central governmental agencies, local administration, civil society, INGOs, and/or international organizations is a requirement.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 Edition, revised in July 2012, which is available on the Bank’s website at http://www.afdb.org.
