REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR SANITARY ENGINEERING TECHNICAL ASSISTANT FOR THE FREETOWN WASH AND AQUATIC ENVIRONMENT REVAMPING PROJECT (WASHAERP)

  1. The Government of the Republic of Sierra Leone has received financing from the African Development Fund (ADF) and the Kuwait Fund toward the cost of the Freetown WASH and Aquatic Environment Revamping Project (WASHAERP) and has also applied for additional financing from other sources, including the Organisation for Petroleum Exporting Fund for International Development (OFID), Islamic Development Bank, Saudi Fund, Green Climate Fund (GCF), ECOWAS Bank for Investment and Development (EBID) and the Netherlands Enterprise Agency toward co-financing of the project. It is intended to apply part of the financing to eligible payments under the contract for a Sanitary Engineering Technical Assistant (Sanitary Engineering TA) to support the Executing Agency, Guma Valley Water Company (GVWC), and partner implementing agencies, notably Freetown City Council (FCC) to implement the sanitation and waste management components of the project ;

Services include: (i) review of available designs for sanitation and waste management facilities, including standard designs for toilet facilities based on site specific conditions (ii) support in the procurement of works contractors and supervision consultants for construction of relevant facilities; (iii) supervision and management of consultancy and works contracts for construction of sanitation and waste management facilities; (iv) preparation of TORs for recruiting waste management operators and training firms in collaboration with relevant implementing agencies; (v) supervision and performance monitoring of waste management operators; (vi) preparation and submission of monthly works progress reports, and contribution to the preparation of Quarterly, Semi Annual and Annual Project Implementation Progress Reports. The project has been developed based on the Integrated Urban Water Management (IUWM) Approach and therefore includes interventions in (a) rehabilitation and expansion of water treatment, transmission, storage and distribution systems; (b) solid and liquid waste collection, treatment and disposal services; (c) infrastructure provision and capacity enhancement for effective protection of the Western Area Protected Forest/Water-shed; and (d) promotion of good sanitation, hygiene and child nutrition practices of the primary beneficiaries while facilitating their gainful participation in the improvement of WASH services. The assignment is to be performed in Freetown, Sierra Leone, and will require full time input over a period of at least 36 months renewable on annual basis subject to satisfactory performance ;
  1. GVWC now invites eligible individual consultants to indicate their interest in providing this service. Interested consultants must provide information (detailed curriculum vita including bio-data, copies of academic and professional qualification certificates and contact details), indicating that they are qualified to perform the services. Key qualification requirements include (i) Master’s degree in Sanitary Engineering/Public Health/Environmental Engineering/Science, or related field; applicants with eawag–MOOCS Coursera certification will have an advantage; (ii) At least 10 years of post-qualification practical experience in sanitation and waste management; (iii) demonstrable experience in design and management of on-site sanitation and faecal sludge treatment/disposal facilities, including condominium sewerage systems and waste water re-use; (iv) experience in innovative solid waste management infrastructure and systems, including reuse and recycling, and outsourcing and management of waste management services,; (v) experience in procuring and managing consultants and works contractors; (vi) Verifiable Technical Assistant experience for multilateral and bilateral donor funded infrastructure investment projects in Sub-Saharan African, especially in countries in transition; (vii) proficiency in application of relevant technical software and Microsoft applications; (vi) fluency in English (reading, writing, speaking) ;
