Purpose of the position :

The Technical Specialist, Cross Sector Coordination will broadly provide technical and management leadership to design and implement specific technical neglected tropical Disease cross sector coordination strategies. S/he will provide Short Term Technical Support (STTA) to other ACT | West program countries in the region as needed. S/he will establish and maintain relationship with high-level government and key stakeholders to influence and building consensus toward collaboration across sectors. The Specialist shall have a keen understanding of the unique political dynamics working across sectors to carefully and collaboratively support the Neglected Tropical Disease Program (NTDP) and relevant neglected Tropical Disease (NTD) stakeholders in the country. S/he will provide technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established operational and assessment standards, to ensure quality and rigorous design to maximize efficiencies and program effectiveness through leveraging and complementing related health sectors interventions including malaria, basic education, water, sanitation, hygiene, and maternal and child health to reach greater numbers with neglected tropical diseases interventions.

The Technical Specialist along with World Vision United States team will shape the Cross-sector coordination country priorities, communicate a clear rationale for choices of the neglected tropical disease and provide recommendations to the neglected tropical disease program and ACT | West program for changes in emphasis or direction. The Technical Specialist will provide project briefings and updates to ACT | West program leadership and represent World Vision in meetings with key stakeholder partners in the country.

Major responsibilities :

  • Support Neglected Tropical Diseases Programme to identify existing cross-sectoral collaboration mechanisms and leverage Water Sanitation and Hygiene, Nutrition, Malaria, Child Health and Education, and other sectors or programs to strengthen, improve and sustain Schistosomiasis, and Soil Transmitted Helminths control programs ;
  • Improve the engagement between neglected tropical disease actors and Water Sanitation and Hygiene, education sectors to identify opportunities for cross-sector coordination and successfully build sustainable relationships between government/policy makers for improved service delivery and responsiveness to Neglected Tropical Diseases program needs ;
  • Increase capacity for cross-sectoral coordination i.e. planning and implementing using existing and potential service delivery platforms for the Schistosomiasis, and Soil Transmitted Helminths control program interventions i.e. deworming service delivery strategies ;
  • Support the Neglected Tropical Disease /Ministry of Health and Sanitation (NTDP/MOHs) to maximize efficiencies and program effectiveness through leveraging and complementing related health sectors interventions including malaria, basic education, water, sanitation, hygiene, and maternal and child health to reach greater numbers with Neglected Tropical Diseases Program interventions ;
  • Develop and implement a strategy that facilitate several USAID funded interventions to work across sectors to help countries establish long-term, cost-effective Neglected Tropical Diseases control programs (e. g., soil transmitted helminthiasis, schistosomiasis) ;
  • Support and build capacity for regional staff on current technical and operational efficiencies in the program, regional or global levels as appropriate ;
  • Develop and maintain collaborative and beneficial relationships with key stakeholders across sectors, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in their technical area ;
  • Assist the Neglected Tropical Diseases Program/Ministry of Health and Sanitation and implementing partners on identifying complementary interventions funded by USAID and/or other donors in the areas of Nutrition, Water Sanitation and Hygiene and Education. Assist the Ministry of Health and Snatiation on the implementation of actions that facilitate the collaboration between programs ;
  • Support the program to leverage cross-sector technical leadership and non-traditional public health platforms ;
  • Collaborate with ACT West consortium partner lead – FHI360 in the conceptualization and implementation of policies that enable the mainstreaming of National Tropical Diseases programs into the national health system ;
  • Responsible for planning and scheduling country cross sector coordination work flow and timetables, within area and function guidelines ;
  • Ensures that project implementation adheres to the appropriate global strategy and remains technically sound ;
  • Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely, accurate and professional reports that meet donor requirements ;
  • Review, analyse and evaluate the effectiveness of programs/projects and make recommendations for enhancements ;
  • Provide broad country technical leadership to multiple components for moderate to complex programs ;
  • Develop strategies and tools for the design and implementation of specific technical components ;
  • Represents World Vision and ACT | West program to external entities at professional meetings and conferences as needed ;
  • Conduct monthly staff meetings to ensure issues are raised and addressed and to encourage reflection on project progress and learning for improvement ;
  • Lead annual planning to ensure that plans are made to meet the targets set out in the project design ;
  • Monitor local context and report on how changes in context may affect programme activities. This includes changes in the security environment ;
  • Understanding and developing budgets and finance, including expenditures, research and development appropriations, return-on-investment and profit-loss projections ;
  • Develop and maintain collaborative and beneficial relationships with key stakeholders across sectors, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as knowledgeable resource in their technical area.

 

Knowledge, skills & abilities :

  • Educational level required : Masters or PhD Degree or its International Equivalent in Public Health, Behavioural, Life/Social Sciences, International Development or Related Field ;
  • Technical Training qualifications required : Experience in managing or working on USAID funded projects is strongly preferred ;
  • Experience : 8-11 Years of experience in the implementation of public health or other infectious diseases programs ;
  • At least 5 years of experience in the implementation of Water Sanitation and Hygiene, Malaria, Nutrition and/or Education projects. Experience with Water Sanitation and Hygiene and School Health Programs is highly desirable ;
  • Other : Fluent in English and/or French.
