REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR THE PROVISION OF TECHNICAL ASSISTANCE FOR THE INSTITUTIONALISATION OF INTEGRATED URBAN WATER MANAGEMENT (IUWM) COORDINATION (INDIVIDUAL CONSULTING)

  1. The Guma Valley Water Company (GVWC) has received financing from the African Water Facility (AWF) and the Netherlands Enterprise Agency – Develop2Build (D2B) Program towards the cost of the Freetown Water Supply and Sanitation Master Plan and Investment Studies Project, and intends to apply part of the agreed amount for the grants to payments under the contract for the Provision of Technical Assistance for the Institutionalisation of Integrated

Urban Water Management (IUWM) Coordination.

  1. The services to be provided include: (i) review and updating of existing Guidelines/TOR for IUWM Coordination based on review of relevant documents and consultations with stakeholders; (ii) establishment of relevant structures and mechanism for effective IUWM coordination; (iii) capacity-building of stakeholders and relevant personnel to effectively discharge their roles and responsibilities; (iv) institutionalization of IUWM coordination through facilitation of both regular formal coordination meetings and informal exchange at a working level; (v) establishment of necessary framework conditions (e.g. in terms of budget, human resources, etc.) to guarantee the continuation of regular IUWM coordination beyond the project’s lifetime.
  2. GVWC now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information (detailed curriculum vita including bio-data, copies of academic and professional qualification certificates and contact details), indicating that they are qualified to perform the services. Key qualification requirements include: (i) a bachelor’s degree in engineering or engineering sciences with a master’s degree or

equivalent in the fields of water resources engineering/management, urban water and sanitation, urban development or related field; (ii) a minimum of fifteen (15) years of professional experience with the implementation of urban water and sanitation infrastructure, including at least five (5) years of relevant experience in Sub-Saharan Africa; (iii) verifiable experience in the implementation of Integrated Urban Water Management (IUWM) or Integrated Water Resources Management (IWRM) programmes; evidence of experience in awareness creation and capacity building; (v) demonstrable skills in stakeholder engagement, coordination and participatory planning; (vi) evidence of experience in the development or implementation of institutional development structures for urban water and sanitation; (vii) fluency in English, including demonstrated report writing skills.
